According to the State Bank, the digital transformation of the banking sector has made great strides in recent times, expanding its scale and scope, achieving many positive results. However, the banking sector also faces risks and challenges regarding information security and safety: criminals attack the banking sector's information system or commit fraud, appropriation of assets online, and taking advantage of banking services for illegal purposes with complicated developments...
Promoting the achieved results, to continue to promote digital transformation activities and ensure information security and safety in banking activities, in this Directive, the Governor of the State Bank requires units under the State Bank, credit institutions, and payment intermediary service providers to focus on effectively implementing tasks and solutions to promote digital transformation and ensure information security and safety in banking activities in 2025.
Specifically: Firstly, proactively and effectively implement tasks and solutions on digital transformation and ensure information security and safety as stated in the Banking Sector Digital Transformation Plan; Plan of the Banking Sector to implement the National Strategy for Digital Economy and Digital Society Development to 2025, with a vision to 2030; Strategy for Information Technology Development in the Banking Sector", Strategy for Development of Vietnam Payment Systems to 2030: Project for Developing Non-Cash Payments in Vietnam for the 2021-2025 period, Plan of the Banking Sector to implement the Project for Developing Applications of Population Data, Identification and Electronic Authentication to Serve National Digital Transformation for the 2022-2025 period, with a vision to 2030 (Project 06).
Second, raise awareness among organizations and individuals in the banking industry about the role and benefits of digital transformation and ensuring information security and safety in banking activities; focus on building human resources with sufficient quantity and quality. The head is directly responsible for directing the implementation of digital transformation and ensuring information security and safety in the agency, organization, and field under his/her charge.
Third, proactively prevent, detect and promptly handle risks that may arise to enhance security and safety in the process of providing and implementing banking activities, with special attention to banking services in the digital environment.
Fourth, enhance the effective operation of the Banking Industry's Cyber Security Incident Response Network to improve information sharing and prevention and response to cyber security incidents at units in the Banking industry.
Fifth, continue to promote and innovate information, propaganda, knowledge dissemination, financialeducation , and guide people and businesses to understand and use banking products and services in the digital environment safely and in accordance with the law. At the same time, raise awareness and vigilance of people and businesses against security risks, information safety, common and newly emerging criminal and fraudulent tricks and behaviors related to banking activities.
Sixth, promote cooperation, experience sharing and research, apply digital technology , ensure information security and safety to develop and provide a variety of banking products and services, enhance customer experience and meet the increasing needs and expectations of people and businesses.
