3 strategic technology products to be deployed soon
Three urgent strategic technology products will be selected by the Ministry of Science and Technology (MOST) for the Government to prioritize early implementation to develop the economy.
According to information given at the press conference on August 5 by the Ministry of Science and Technology , 3 products will be selected from a list of 6 strategic technologies.
These technologies include: ORAN-standard 5G mobile network equipment, large language models and Vietnamese virtual assistants, autonomous mobile robots, blockchain traceability platforms, unmanned aerial vehicles (UAVs), and AI cameras processing at the edge.

“The selection of three products aims to deploy as samples, gain experience, inspire and affirm that Vietnam can master core technology,” said Mr. Hoang Anh Tu, Deputy Director of the Department of Science, Technology and Engineering.
According to Mr. Tu, in the coming time, the Ministry of Science and Technology will focus on promoting the development of 1 to 3 strategic products that are urgent, have the potential to succeed quickly, create a ripple effect and have the willingness of businesses to participate in pioneering implementation.
To deploy strategic technology, the Ministry has conducted surveys and worked with large enterprises and institutes in Hanoi and Ho Chi Minh City to determine specific technologies and products, investment scale and the ability of enterprises and institutes to participate in development.
At the same time, the Ministry submitted to the Prime Minister for approval the National Project on Strategic Technology Development to 2030 and Vision to 2035, including the National Science and Technology Program on Strategic Technology Development, consisting of 11 component programs, corresponding to 11 strategic technology groups.
Each component program will be assigned to a Ministry or sector to preside over. The Ministry of Science and Technology will also synchronously deploy solutions to develop strategic technologies.
Specifically, establish technology decoding and reverse engineering centers; allow the use of budgets to purchase, decode and localize technology; gradually form strategic technology clusters in localities, each cluster focusing on a number of key technologies according to regional advantages, with specific mechanisms on public investment, land, finance and human resources.
Along with that, build a national communication program on strategic technology development to raise social awareness and bring "Make in Vietnam" strategic technology products to the world.
Regarding the method of implementing S&T tasks, Deputy Minister of Science and Technology Bui Hoang Phuong said that the Ministry has shifted from the mechanism of receiving project registrations to proactively "placing orders" with research institutes and enterprises. Currently, there are about 38 units that the Ministry has worked directly with to determine appropriate research tasks.
According to Deputy Minister Bui Hoang Phuong, the Ministry of Science and Technology is the agency that has a good understanding of strategic technologies, new technologies as well as the country's development needs, so proactively placing research orders is an important step, creating greater initiative and efficiency in the orientation and application of science and technology.
“Beyond the framework” mechanism to promote science and technology
To concretize the spirit of the Law on Science, Technology and Innovation 2025 and implement "beyond-framework" mechanisms, the Ministry of Science and Technology plans to focus on specific policies:
Develop and promulgate specific regulations on risk acceptance mechanisms; autonomy mechanisms for public science and technology organizations; policies to attract, use and promote talents and high-quality human resources; and regulations on sharing benefits from research results.
Develop and implement the Project "Developing and utilizing talents and high-quality human resources to serve the development of science, technology, innovation and national digital transformation".
The Ministry develops targeted national programmes to attract overseas Vietnamese scientists, as well as experienced foreign experts. These programmes may include special financial support packages, superior working conditions, and clear career development opportunities.
Investing in infrastructure and research environment: Upgrading key laboratories and research centers to international standards, building high-tech zones and technology incubators to create a favorable environment for creativity and innovation.
Promote links between research and businesses: Strongly encourage businesses to invest in R&D, cooperate with research institutes and universities to apply scientific results to production and business practices; develop markets for science and technology products.
Promote international cooperation and technology transfer: Create conditions for Vietnamese scientists to participate in international projects and global research networks, while attracting large technology corporations to set up R&D centers in Vietnam.
Minimize administrative barriers, ensure maximum autonomy for scientists, provide resources (finance, equipment, databases) to ensure research and testing.
Performance and product-based evaluation: Instead of being process-heavy, focus on outputs, international publications, patents, valuable commercialized products.
