8 communes, wards and towns in Hai Duong do not have to change their seals when merging.

Gia Khanh and Gia Tan (Gia Loc) communes, when merged into Gia Phuc commune, will have to change their seals.

Implementing the resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units in the 2023-2025 period of the province, Hai Duong arranged 57 commune-level administrative units into 29 new units, reducing 28 units (27 communes, 1 ward).

There are 8 communes, wards and towns that do not have to change their seals because when merged, they still keep the old name of 1 of the 2 units. They are Le Thanh Nghi ward (Hai Duong city), Duy Tan ward (Kinh Mon town), Thanh Ha town (Thanh Ha), Cam Giang town (Cam Giang), Phu Thai town (Kim Thanh), Ninh Giang town (Ninh Giang); Nam Sach town and Quoc Tuan commune (Nam Sach).

In the remaining 20 administrative units, each place will be granted about 20 new seals such as those of the Party Committee, People's Council, People's Committee, military , police, Fatherland Front, veterans, farmers, youth, women, victims of Agent Orange/dioxin, former youth volunteers, former teachers...

The police force has instructed localities to review and make a list of seals and certificates of seal sample registration, requesting the Department of Administrative Management of Social Order Police (Hai Duong Provincial Police) to carry out procedures for seal sample registration; hand over old seals and certificates of seal sample registration according to regulations.
