Who gets priority to buy social housing without having to draw lots?

According to the provisions of Point d, Clause 1, Article 79 of the Housing Law, in case subjects have the same standards and conditions, support shall be implemented in order of priority for: People with meritorious services to the revolution; Relatives of martyrs; People with disabilities; People arranged for resettlement in the form of purchasing or renting social housing; Women.

In case a subject is entitled to many different support policies, he/she will be entitled to the highest level of support policy.

In addition, Clause 2, Article 38 of Decree 100/2024/ND-CP stipulates: The list of priority groups is arranged in order according to the time of application submission. Apartments for priority groups are arranged in order of the priority list until they are exhausted, the remaining groups continue to participate in the lottery.

Thus, priority subjects will be arranged to buy social housing until all are sold out. Other subjects not in the priority group will have to draw lots to get a place to buy social housing.

Meanwhile, regarding the subjects eligible for social housing support policies, Article 76 of the Housing Law stipulates:

People with meritorious services to the revolution and relatives of martyrs who are eligible for housing improvement support according to the provisions of the Ordinance on Preferential Treatment of People with Meritorious Services to the Revolution;

Poor and near-poor households in rural areas;

Poor and near-poor households in rural areas frequently affected by natural disasters and climate change;

Poor and near-poor households in urban areas;

Low-income people in urban areas;

Workers and laborers working at enterprises, cooperatives, and cooperative unions inside and outside industrial parks;

Officers, professional soldiers, non-commissioned officers of the people's armed forces, police workers, civil servants, defense workers and public employees currently serving in the army; people working in cryptographic work, people working in other positions in cryptographic organizations receiving salaries from the state budget currently working;

Cadres, civil servants and public employees according to the provisions of law on cadres, civil servants and public employees;

9. The subject has returned the public housing according to regulations, except in cases where the public housing was revoked due to violations of regulations;

Households and individuals whose land is recovered and whose houses must be cleared and demolished according to the provisions of law but have not yet received compensation from the State in the form of houses and residential land;

Students of universities, academies, colleges, vocational schools, specialized schools as prescribed by law; students of public boarding schools for ethnic minorities;

Enterprises, cooperatives, cooperative unions in industrial parks.
