“Security light” of cultural environment

The movement “All people unite to build a cultural life” associated with the campaign to build new rural areas, civilized urban areas, the movement “All people protect national security” is being implemented synchronously by Binh Thuan , which is an important factor contributing to building a healthy and civilized cultural environment at the grassroots level. In particular, the construction of the model “Security light” that localities and units in the province have implemented in recent times is a typical way to promote rural development.

For more than 6 months now, Thanh Binh village, Song Binh commune (Bac Binh) has been brighter thanks to the "security light" bulbs. Solar energy bulbs have been installed at 3 "black spots" at the intersections in the village, drawn from the fund contributed by women's association members. Thus, from the first security light lines 3 years ago, the model has received the support of the majority of people. Electric light not only dispels the darkness, drives away social evils that always threaten people's lives, but also gradually brings the movement "All people unite to build a cultural life" into reality.

Ms. Dinh Thi Yen - President of the Women's Union of Song Binh commune said: "Since the street lights were added, people have boldly come to the village cultural house in the evening to practice folk dancing, practice singing folk songs, and volleyball matches have also been longer. Even the association and village meetings are much more crowded. Therefore, many policies and guidelines of the province and locality have been disseminated promptly; stories of economic development have also been discussed and exchanged enthusiastically, and the solidarity of the village has been tightened.

According to the Department of Culture, Sports and Tourism of Binh Thuan, economic development has brought about social negative aspects, making the security and order situation at the grassroots level more complicated. That is the insecurity when theft and traffic accidents often occur at night in rural areas. In the face of this unstable situation, local Party committees, authorities, Fatherland Fronts, and organizations, together with the police force and benefactors, have coordinated to build models such as "Security Light" and "Lighting up the Countryside Roads".

Built from practical needs, the model has received consensus from the people in the spirit of volunteerism and solidarity. Each household contributes funds to plant poles, pull wires, save balls, buy solar panels... and contributes from 10,000 to 20,000 VND per month for electricity and maintenance costs. Thanks to that, crimes of all kinds have decreased sharply, and villages have become more civilized and cleaner. Similar to the above method, many localities have launched the installation of security cameras, built residential areas to ensure traffic safety... To date, the whole province has implemented more than 650,000 km of "Security Light" works and more than 100 "Bright - Green - Clean - Beautiful - Safe" routes.

In order for the models to continue to be effective at the grassroots level, localities are continuing to strengthen coordination in propaganda and mobilization of all classes of people to participate in protecting national security. Propagating to households on the routes to participate in the process of operation, maintenance and promotion of resources so that 100% of the routes are equipped with lighting, especially traffic routes in rural areas, remote areas, and ethnic minority areas. Along with that, combine the construction and expansion of flower planting along the routes, village headquarters, and neighborhoods to ensure environmental sanitation, create a "Bright - Green - Clean - Beautiful - Safe" landscape, create a healthy and stable cultural and social environment in residential areas and each village and neighborhood.
