Implementing the policy of applying electronic invoices (E-invoices) generated from cash registers, aiming to increase transparency in commercial activities, initially many business households in the province have approached and implemented. However, through grasping the reality, many business households still have difficulties and confusion in using new software and initial investment costs, especially small and retail businesses.
Still confused
Ms. Nguyen Thi Thuy Phuong - owner of Tram Anh mother and baby products business (9B Le Thanh Ton, Loc Tho ward, Nha Trang city) said: “As soon as the policy was issued, the unit began to research, participate in training courses organized by the tax authority, and train employees. At first, the unit was quite worried that the conversion would affect business operations. However, when the tax authority propagated and guided, in early June 2025, the unit began to implement. Initial results showed that the application of electronic invoices generated from cash registers helps the unit to be transparent about taxes, proactive when making invoices...; service providers and tax authorities promptly guide and remove obstacles. However, we also encountered some difficulties because the sales staff did not have accounting skills but now had to do more to issue invoices to customers, so operations were limited. Not to mention, during operation, the software sometimes had errors, and by the end of the day, it could not be transferred to the tax authority. Although the regulation is 24 hours a day, the store closes at 9 pm, and many days due to software errors, employees have to stay late at night to process the issue. Therefore, we recommend that the tax authority provide solutions, guidance, and support for each business household in case of technical problems and are unable to submit invoices to the tax authority before 24 hours.

According to Ms. Phuong, thanks to her store already having some equipment (computers, cash registers, etc.), it only cost 3 million VND to buy software when implementing. However, through research from other businesses, the initial investment cost for a business to implement the solution is about 10 - 15 million VND. This is a huge amount of money for small businesses. Not to mention, businesses also have to pay more for each invoice issued, the more invoices issued, the higher the cost. Meanwhile, many businesses sell small items, sometimes selling products for only 10,000 - 20,000 VND, taking labor as profit. Therefore, the State needs to have a solution to support initial investment, reducing costs for businesses. At the same time, it is necessary to research free software to support businesses during the implementation process, in which it should consider exempting or reducing fees on each invoice issued. Because currently, after spending a sum of money on software and paying taxes, businesses also have to pay a fairly high cost per invoice (from 300 VND to 3,000 VND/invoice (depending on the package)).
As a grocery business, Ms. Nguyen Thi Mai (Phuong Sai Ward, Nha Trang City) said that applying electronic invoices generated from cash registers brings convenience but also has many challenges. Previously, she only wrote invoices by hand or used a simple cash register, now she has to switch to using a cash register with integrated electronic invoices, which takes a lot of time to get used to. Meanwhile, she is not familiar with technology, so the implementation process is quite confusing. In addition, machinery and software also require additional investment costs, sometimes the Internet is unstable, there is a power outage, the issuance of electronic invoices is also interrupted, causing difficulties in sales. In the coming time, software providers and tax authorities need to organize many specific training and instruction sessions for small businesses to easily understand and get acquainted with the new system more quickly. In addition, there needs to be a hotline for quick technical support when problems arise so as not to interrupt sales; practical financial support to reduce initial investment costs for small businesses.
Continue to accompany business households
As soon as the regulation was issued, the Tax Department of Region XIII ( Khanh Hoa ) stepped up propaganda and dissemination to enterprises and business households subject to implementation through the communication channels of the Tax Department, inviting business households to attend conferences organized by the Tax Department, Tax Branch and Tax Team... As of June 11, in the province, there were 1,105 business households implementing the use of electronic invoices generated from cash registers, reaching 91% of the plan in 2025.
According to Ms. Nguyen Thi Nhu Y - Head of the Department of Business, Budgeting, and Legal Affairs, Tax Department of Region XIII, in addition to the achieved results, the process of implementing electronic invoices generated from cash registers, the tax authority also encountered some difficulties. Specifically, many business households are middle-aged and elderly, not familiar with using electronic devices, have no experience using electronic invoice software; software installation, invoice creation, technical error handling... are still confusing, even afraid to use because of fear of making mistakes. Not to mention, the habit of collecting cash, simple transactions, switching to electronic invoices is a big change in the traditional way of doing business, so the fear and anxiety is still quite common; the number of business households is large, especially during the peak period of implementation, so the technical support resources of the tax authority and software service providers are sometimes not fully and promptly met.
In the coming time, the tax authority will increase the support of local tax officials by directly contacting to support and advise business households and individuals to implement in accordance with the State's policies and laws. At the same time, the tax authority will continue to closely coordinate with units providing e-invoice solutions to have appropriate and optimal solutions for the conditions of each business household. Recently, Minister of Finance Nguyen Van Thang sent an open letter to relevant units calling on associations, tax agents, and service providers to continue to accompany, promote the spirit of cooperation, responsibility, and support businesses and business households; including researching, developing, diversifying service packages, improving services, optimizing costs, reducing prices, and consulting and supporting businesses to improve their management capacity. At the same time, coordinate with tax authorities and relevant state management agencies to train, foster, and update changes in tax policies, accounting and auditing laws for enterprises in general and small and medium enterprises in particular.
Decree No. 70/2025 amending and supplementing Decree No. 123/2020 of the Government regulating invoices and documents takes effect from June 1, 2025, stipulating cases that must use electronic invoices connected to cash registers, including: Contracting households with annual revenue of 1 billion VND or more; declaring households; Enterprises with activities of selling goods and providing services, including selling goods and services directly to consumers such as: Trade centers, supermarkets, retail (except cars, motorbikes, motorbikes, other motor vehicles); food and beverage, restaurants, hotels; passenger transport services, direct support services for road transport, art services, entertainment, movie screening activities; other personal services according to regulations on the Vietnamese economic sector system.
