Bac Giang: Urgently start construction of high voltage power grid projects

BAC GIANG - Bac Giang province is receiving investment from Vietnam Electricity Group and investors in industrial park infrastructure to build 26 high-voltage power grid projects to serve industrial production development. However, many projects are currently at risk of being behind schedule and need to be resolved to soon implement.

Many projects are still stuck

According to Bac Giang Electricity Company, in recent years, the province's electricity consumption growth rate has always been high, from 12.5% ​​to more than 18%/year, corresponding to an average increase of about 700 million kWh of commercial electricity/year. The high electricity growth rate is concentrated in the province's industrial parks. The province's 220 kV and 110 kV power grid systems are operating at full load; the medium and low voltage power grid systems in some areas such as Viet Yen town, Bac Giang city, etc. are locally overloaded, and voltage quality is not guaranteed during peak hours, especially during prolonged hot weather.

To meet the investment progress of power source and grid projects according to the planning approved by the Prime Minister and the electricity demand for socio-economic development of the province, currently the National Power Transmission Corporation, the Northern Power Corporation (under Vietnam Electricity Group) and the investor of the province's industrial park infrastructure are implementing 26 high-voltage grid projects in Bac Giang; the total investment is 6.75 trillion VND.

Of the 26 projects, 7 have not been completed, including 4 projects behind schedule in site clearance and 3 projects behind schedule in investment approval.

Of the 26 grid projects, 7 have not been completed, including 4 projects with slow progress in site clearance (Son Dong 110 kV transmission line and transformer station project, Bac Lung 110 kV transmission line and transformer station project, Song Khe 2 110 kV transformer station and branch project, Bac Giang - Lang Son 110 kV transmission line renovation project) and 3 projects with slow progress related to investment policy approval (110 kV transmission line project after Lang Giang 220 kV transmission line, 110 kV transmission line renovation project from Bac Giang - Pha Lai 220 kV transmission line, Yen Dung 220 kV transmission line export project connecting to Van Trung - Song Khe 110 kV double-circuit transmission line).

The reason for the slow progress of land clearance projects is that many households whose land was recovered are demanding unreasonable compensation prices. For example, the problem with the Son Dong 110 kV power line and transformer station project. According to the People's Committee of Chu town, by the end of March 2025, there were 9 households in the corridor of columns 3-4, 12-13, 14-15 through Hong Giang ward who had not agreed to receive compensation.

These households demand compensation for perennial crop land at the price of residential land, and rice land at the price of perennial crop land; there are cases where the landowners are serving prison sentences, etc. For projects that are behind schedule in approving investment policies, it is because the People's Committee of Yen The district is completing the dossier to adjust the local planning of Bo Ha town; the investor of the industrial park infrastructure has not completed the investment approval dossier to submit to the Department of Finance.

In addition to the above projects, there are a number of projects under construction that are also at risk of being behind schedule. For example, the project to upgrade the 220 kV line of the Pha Lai - Bac Giang Thermal Power Plant (the scale of upgrading 27 km of the 220 kV single-circuit line into 2-circuit lines, with a total investment of about 308.8 billion VND). Currently, the pole foundation locations in Bac Giang province have been completed, but there is still a problem with a pole location in Hai Duong province, so it is not possible to cut off the power to erect poles and pull wires in Bac Giang province.

Mr. Dao Xuan Cuong, Head of the Provincial Industrial Zones Management Board, informed that the slow progress of construction and renovation of high-voltage grid projects has made the risk of power shortage, especially power source serving industrial production in the province, increasingly present. There are businesses that cannot invest in the province due to lack of power supply.

Understanding the above reality, during his visit and working session with Bac Giang province on March 27, Mr. Nguyen Hong Dien, Minister of Industry and Trade, requested Vietnam Electricity Group, the investor of the industrial park infrastructure in Bac Giang and the province to closely coordinate, jointly remove difficulties, and speed up the progress of site clearance for power grid projects. The goal is that all high-voltage power projects invested in Bac Giang must be started this year, ensuring the supply of electricity to the province and some neighboring localities. In particular, determined not to miss the opportunity to attract investment due to power shortage.

In order to soon complete and put high-voltage power grid projects into use, recently, the leaders of the Provincial People's Committee have had many working sessions with the People's Committees of districts, towns, cities, and related departments, branches, and units to resolve difficulties and promptly carry out tasks such as: Reviewing, counting, compensating, and clearing the power grid corridor, locations for project items; locally adjusting the general planning of Bo Ha town; appraising project documents to approve investment policies.

In recent days, leaders of Luc Nam, Luc Ngan districts and Chu town have met with households whose land has been recovered but have not yet agreed to propagate, mobilize, and explain compensation policies, the importance of power projects, etc. Up to now, the majority of households have basically agreed with the compensation plan. It is expected that localities will issue compensation plans for site clearance of the remaining areas and complete the local planning adjustment dossier in April.

Mr. Nguyen Duc Hoan, Deputy Director of the Department of Industry and Trade, informed that the province is currently submitting to the Ministry of Finance the investment policy approval dossier, and submitting to the Ministry of Industry and Trade the feasibility study report for 4 other power grid projects. Relevant departments are actively coordinating to review, compare, and appraise the investment policy approval dossier; instructing investors to prepare feasibility study reports... for the remaining projects, ensuring the implementation progress according to Plan No. 183 dated November 28, 2024 of the Provincial People's Committee on implementing investment in power projects in the area.

Bac Giang is making a breakthrough to become one of the top provinces attracting large investments in the country. Industrial development is identified by the province as one of the three pillars of the economy. Providing electricity is essential to create advantages in attracting investment, creating a solid momentum for the province's industrial development goals in a modern and sustainable direction. Therefore, all levels and sectors of the province, especially households whose land has been recovered, need to raise awareness and join hands with the government so that high-voltage grid projects can be completed and put into operation soon.
