At the meeting, delegates heard the announcement of the Decision to establish the Document Subcommittee; implemented the Action Plan, Working Regulations, Notice of assignment of tasks to members of the Document Subcommittee and gave their first comments on the draft Outline of the Political Report to be submitted to the 1st National Assembly Party Congress.
Speaking at the meeting, National Assembly Chairman Tran Thanh Man, Head of the Document Subcommittee, said: To implement the Plan to organize Party Congresses at all levels, towards the 1st National Assembly Party Congress, term 2025 - 2030, the National Assembly Party Committee has established 5 Subcommittees, including the Document Subcommittee.
The Standing Committee of the National Assembly Party Committee has issued an Operation Plan, Working Regulations, Notice of assignment of tasks to each member of the Subcommittee and established an Editorial Team to assist the Document Subcommittee; proactively organized and implemented tasks, coordinated the preparation of initial drafts of congress documents, including: Political Report, Review Report of the National Assembly Party Executive Committee for the 2020-2025 term, Congress Resolution, Action Program to implement the Congress Resolution, etc.
The National Assembly Chairman stated: The 1st National Assembly Party Congress will take place at a historic time (expected in September 2025) when the country celebrates the 80th anniversary of the founding of the country; the National Assembly and its agencies are actively preparing for the 80th anniversary of the first general election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2026). Especially in the context of the whole country restructuring and streamlining the apparatus, the Politburo has issued many important resolutions: Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution 68-NQ/TW on private economic development. These important resolutions create the premise for the National Assembly to innovate its thinking in law-making, supervision, and decision-making on important national issues, entering a new stage of development in a new era.
With that meaning, the National Assembly Chairman requested the Subcommittee members to focus on discussing and giving specific opinions on the outline of the Political Report to be submitted to the Congress, focusing on the content structure: Congress theme; Congress motto; viewpoints, goals; directions, tasks and solutions... so that the Standing Committee of the Document Subcommittee can absorb and direct the Editorial Team to continue to perfect and unify the Outline and deploy the construction of the draft Political Report.
Regarding the draft Political Report, the National Assembly Chairman noted that it should closely follow the Central Committee's guidelines; clearly identify and fully state the shortcomings, limitations, difficulties, challenges, and logic with the content written about solutions to overcome them.
“Is there a situation of “saying one thing and doing another”? Avoid the situation of “beating the drum and abandoning the drumstick”, dishonest reporting, incompetent officials, lack of exemplary behavior, localism, factionalism... We must evaluate realistically and objectively, and find solutions to overcome this,” the National Assembly Chairman emphasized.
The National Assembly Chairman requested to identify the content and breakthrough solutions, linked to the growth target, tasks of socio-economic development, ensuring national defense and security, building the Party and the political system, preventing and combating corruption, waste and negativity. At the same time, look straight at the truth, evaluate the truth correctly, speak clearly the truth, frankly point out the limitations, weaknesses and shortcomings that have not been overcome.
Emphasizing that there should be no copying or copying of reports mechanically or carelessly, the National Assembly Chairman stated: The spirit is to be brief and concise, but the content must be complete, profound, comprehensive, ensuring high actionability and immediate implementation.
“The proposed document must be deployable, feasible, concise, focusing on the most practical and specific tasks of the National Assembly Party Committee; focusing on the core for the Party Committee to comprehensively lead and direct the legislative work, supreme supervision, and decide on important issues of the country; coupled with promoting political and ideological work, organizational work, supervision, and inspection within the National Assembly agencies. It is necessary to base on the specific situation of the National Assembly agencies to have appropriate documents,” the National Assembly Chairman noted.
In the coming time, the Party Committees under the National Assembly Party Committee will hold congresses. The Chairman of the National Assembly requested that the organization of congresses must not be careless, vague, perfunctory, or just for show; they must be substantial and practical. The National Assembly agencies will streamline their apparatus, operate effectively, efficiently, and effectively, especially in the coming time when the digital National Assembly will apply artificial intelligence (AI).
