of Politics ; Pursuant to Decision No. 1309/QD-TTg dated September 5, 2017 of the Prime Minister approving the Project "Incorporating human rights content into the education program in the national education system for the period 2017-2025", Directive No. 34/CT-TTg dated December 21, 2021 of the Prime Minister on strengthening the implementation of the Project to integrate human rights content into the education program in the national education system; On February 19, 2023, the People's Committee of Bac Giang province developed Plan No. 25/KH-UBND to strengthen the implementation of the Project to integrate human rights content into the national education program in the province for the period 2023-2025. Bac Giang strives to have 100% of students, teachers and school staff
educated and informed about human rights by 2025.[/caption] The plan clearly defines the target: by 2025, 100% of managers, lecturers and teachers directly involved in teaching about human rights in the national education system in the province will be trained and educated; 100% of educational institutions in the province will organize human rights education for learners. The content of human rights education is also specifically defined, suitable for each level of education and training: from preschool education, general education to vocational education and political education. Human rights education is implemented through training programs for managers, teachers and lecturers at all levels; Implement integrated teaching and integration of human rights content into the curriculum and educational activities for students at all levels. To effectively implement the Project on integrating human rights content into the curriculum in the national education system, the Plan has also clearly identified the main tasks and solutions: Continue to thoroughly grasp and effectively implement the Party and Government's directives on human rights and human rights education. Promote theoretical research and summarize practical experience in protecting and fighting for human rights as a basis for teaching and learning human rights content in the national education system. Do a good job of propaganda and raising awareness of the meaning and importance of human rights education. Effectively carry out communication and promotion activities related to the topic of human rights and human rights education. Organize a correct assessment of the current status of human rights teaching in education and training programs at all levels to propose additions and adjustments to the program to suit new requirements and tasks. At the same time, develop appropriate training and development content and programs to improve the qualifications and capacity for teaching human rights of teachers and education managers at all levels in the national education system. Organize research, develop specific plans and content; review human rights teaching content, strengthen facilities and equipment for teaching human rights at all levels to continue to effectively integrate and mainstream human rights education content. Provide knowledge on human rights for experts, education managers, teachers and lecturers. Send teaching staff to study and research at prestigious domestic training institutions and training institutions in countries with good traditions and experience in teaching human rights. Increase the number and improve the quality of teachers and lecturers who directly teach subjects on human rights or subjects that integrate human rights content. Organize training and refresher courses on human rights for education managers, and train teachers and lecturers at all levels in teaching methods. Bac Giang affirms its efforts in educating and protecting human rights, especially for students and teachers. Strengthen international cooperation in human rights research and education. Organize practical research and learn from experiences on human rights education models in national education programs in some countries that have been successful and effective. Encourage educational and training institutions to expand and diversify forms of international cooperation with training institutions in countries with successful and effective human rights education models. Implement cooperation programs and exchange teachers and lecturers with foreign countries to create conditions for improving capacity and knowledge of human rights for managers, lecturers and teachers. The implementation of the Plan will create changes in the awareness of learners, teachers, educational managers in particular and all classes of people in Bac Giang province in general. Focus on the content on the importance, awareness of self-protection of one's own rights, respect for the dignity, rights and freedoms of others; awareness of the responsibility and obligations of citizens towards the State and society, contributing to the comprehensive development of Vietnamese people; contributing to raising social awareness of the importance of human rights education to meet the requirements of integration and sustainable development of the country. Bac Giang also requested units to prepare a Plan to implement the Resolution of the Party Central Committee on the Strategy for building and perfecting the Socialist Rule of Law State of Vietnam to 2030, with a vision to 2045, and at the same time prepare to fulfill the responsibility of Vietnam as a member of the United Nations
Human Rights Council for the 2023-2025 term.
