Bac Ninh: Granting Environmental License for Zhi Yue Xian Precision Plastic Factory Project (Vietnam)

Recently, the People's Committee of Bac Ninh province has issued an Environmental License to Zhi Yue Xian Precision Plastics Co., Ltd. (Vietnam), located at Lot III.5.1, Que Vo II Industrial Park, Dao Vien Ward, Bac Ninh Province, allowing the implementation of environmental protection activities for the Zhi Yue Xian Precision Plastics Factory Project (Vietnam).

According to the license, the factory has an area of ​​5,020 m2, belongs to group C, group III according to Decree No. 05/2025/ND-CP. The facility specializes in manufacturing and processing plastic components such as: printer cases, phone components, game device cases, mice, keyboards... with a stable capacity of 1,830 tons of products/year.

Along with that, the license specifically requires environmental protection regulations such as: Domestic wastewater from the factory is collected and led to the domestic wastewater treatment system of Highsun Optoelectronic Co., Ltd. (factory leasing unit) with a capacity of 20m3/day and night, ensuring that it meets the standards of Que Vo II Industrial Park before being discharged into the environment.

Regarding emissions, the enterprise is allowed to discharge 03 main sources of emissions (from 60 plastic molding machines and the stages of crushing, screening, and mixing plastic) with a maximum flow rate of 51,000m3/hour. All emissions must be treated through an activated carbon adsorption system or a G4 dust filter, ensuring compliance with QCVN 19:2009/BTNMT, column B.

Regarding noise and vibration, the facility must maintain values ​​within the allowable limits according to QCVN 26:2010/BTNMT and QCVN 27:2010/BTNMT until December 31, 2016, and will apply new standards QCVN 26:2025/BTNMT and QCVN 27:2025/BTNMT from January 1, 2027.

According to the license, each year the enterprise generates about 15.6 tons of normal industrial solid waste, 27.4 tons of domestic waste and 30 kg of hazardous waste.

The license is valid until September 5, 2028, requiring businesses to properly operate waste treatment facilities, ensuring that the quality of exhaust gas, wastewater, and noise meet standards before discharging into the environment.

Zhi Yue Xian Precision Plastic Co., Ltd. (Vietnam) is responsible for regular and ad hoc reporting on environmental protection work, notifying the trial operation plan of the waste treatment facility at least 10 days in advance, and is legally responsible if a pollution incident occurs.

The Department of Agriculture and Environment of Bac Ninh province is assigned to preside over and coordinate with the Management Board of Industrial Parks of Bac Ninh province and relevant agencies and units to organize the inspection of the implementation of the provisions of the Environmental License and environmental protection requirements for the "Zhi Yue Xian Precision Plastic Factory Project (Vietnam)" licensed in accordance with the provisions of law.

The Environmental Licensing Inspection Team (established under Decision 528/QD-SNNMT dated September 19, 2025) is responsible before the law for the accuracy of the information, data and results of the appraisal of the application for an Environmental License of the "Zhi Yue Xian Precision Plastic Factory Project (Vietnam)".
