Bac Ninh: The first province in the country to complete the implementation of electronic medical records

On the afternoon of April 9, the Steering Committee for the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, Project 06 of the Government (Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, vision to 2030) dated January 6, 2022; State administrative reform, digital transformation in the Party of Bac Ninh province (Steering Committee) held a Conference to deploy a number of contents in the coming time.

According to the Steering Committee's report, up to now, 25 agencies and units in Bac Ninh province have developed detailed plans to implement Resolution No. 57-NQ/TW (14/17 agencies, departments and branches under the Provincial People's Committee; 8/8 District People's Committees; Provincial Police; Provincial Military Command and Bac Ninh Newspaper).

The Department of Science and Technology of Bac Ninh province has submitted to the Provincial People's Committee a Plan to organize activities to promote cooperation in science and technology, innovation, digital transformation and the first meeting of Bac Ninh province's intellectuals in 2025 with a series of activities.

Bac Ninh is the first province in the country to complete electronic medical records, 100% of public health units have successfully implemented electronic medical records; at the same time, there are the first 3 district-level medical centers in the country to complete the paperless hospital model.

Regarding the tasks of implementing Project 06, through review, the units have basically ensured the quality and progress as set out. Units in Bac Ninh province have proactively promoted the development of population data applications, electronic identification and authentication to serve national digital transformation, associated with 5 groups of utilities; completed the digitization of 100% of civil status data (1,046,854 data) and synchronized it into the civil status database to serve data exploitation, connection and sharing; built a land database at 121/121 commune-level administrative units with more than 1.4 million land plots; integrated 1,231/1,849 online public services onto the National Public Service Portal (reaching a rate of 66.6%); the rate of online settlement records is 99.91%.

The province issued 1.4 million citizen identification cards to 100% of eligible citizens; activated 829,267 electronic identification accounts; issued 325,281 digital signatures to people and businesses; deployed 22 pilot models under Project 06...

The administrative reform work of the province has been paid attention to by the entire political system and has been resolutely implemented with many flexible solutions associated with digital transformation and e-government construction. The arrangement of the apparatus and the streamlined political system, effective and efficient operations have been proactively and resolutely implemented....

At the conference, members of the Steering Committee studied and gave opinions on the following contents: Draft Action Plan of the Provincial Party Committee to implement Resolution No. 57-NQ/TW; Draft Working Regulations of the Steering Committee to implement Resolution 57-NQ/TW of the Politburo, Project 06 of the Government, State administrative reform, digital transformation in the Party of Bac Ninh province; Plan No. 92/KH-UBND, dated February 14, 2025 of the Provincial People's Committee on implementing Resolution No. 57-NQ/TW; Draft Plan of the Provincial People's Committee on implementing Resolution No. 193/2025/QH15 of the National Assembly regulating the piloting of a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation, etc.

At the Conference, Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan requested members of the Steering Committee, relevant departments and branches to continue to review, review and supplement implementation documents; assign specific tasks to groups according to content and implementation responsibilities.

In particular, the units focus on administrative reform, deploying online public services, promoting cashless payments; researching and promoting the effectiveness of the one-level Public Administration Service Center model; increasing investment in teachers at colleges and vocational training institutions.

In particular, the province has implemented a digital literacy movement to raise awareness of technology for the new generation of citizens; researched and developed a private economic development project based on innovation and science and technology.

The Provincial Party Secretary requested to continue reviewing agencies and units that have not developed implementation plans or are slow to implement the contents of Resolution No. 57-NQ/TW, Project 06, Plan No. 92/KH-UBND and seriously criticize./.
