On May 22, the People's Committee of Hai Phong City and the People's Committee of Hai Duong Province held a conference to unify the deployment of information technology infrastructure and digital transformation after the merger of administrative units.
The conference was co-chaired by Vice Chairman of Hai Duong Provincial People's Committee Nguyen Minh Hung and Vice Chairman of Hai Phong City People's Committee Hoang Minh Cuong.
At the meeting, leaders of the two localities reviewed the proposed plan of the two Departments of Science and Technology on unifying 12 shared application systems.
The two Vice Chairmen of the People's Committees of Hai Duong province and Hai Phong city agreed on the viewpoint of choosing a system that maximizes the existing technical infrastructure, avoids waste, ensures continuity, synchronization, and seamless operation after the merger, and ensures the effectiveness of leadership, direction, and operation for the goal of building a unified, modern digital government that effectively serves the people and businesses of the new Hai Phong city after the merger.
The leaders of the two localities requested the Department of Science and Technology and relevant departments and branches of the two localities to continue reviewing and classifying the remaining systems, as a basis for proposing implementation. In particular, note a number of specialized systems on civil status database, civil servant management, education and training, and land management.
The Department of Science and Technology of the two localities need to soon have a roadmap to transfer data from the old system to the shared system; comply with regulations on public asset management; and information security and confidentiality.
During the implementation process, priority should be given to urgent systems that need to be deployed immediately, such as the administrative procedure settlement system, the directive document system, etc., which need to be ready immediately after the merger; coordinate with departments and branches to review and agree on plans to deploy the systems of each unit.

The Department of Science and Technology of the two localities will study and maintain some old systems to serve the purpose of data lookup and storage, note proposals on urgent tasks and issues that may arise during the implementation process; discuss plans for specific data systems currently available in each locality; propose technological solutions to support staff in the consolidation process to meet work tasks in the coming time.
For the IOC Command and Operation Center, to meet the functional requirements of the center, it is recommended that the two Departments of Science and Technology of the two localities urgently agree on an implementation plan, to be completed before August 2025.
The leaders of the two localities agreed to establish a monitoring team to monitor the implementation of tasks of the two People's Committee Offices and the two Departments of Science and Technology during the coordination process. Immediately after determining the new apparatus of the commune level after the merger, training and guidance will be carried out synchronously for cadres.
Emphasizing the readiness of the two localities to mobilize all resources to carry out the tasks, the two Vice Chairmen of the People's Committees of Hai Duong province and Hai Phong city called for the support of technology enterprises in the process of implementing the merger; at the same time, assigned the Office of the People's Committees and the Department of Science and Technology of the two localities to receive and complete the conclusions of the leaders of the two provinces and cities for immediate implementation./.
