Priority is given to putting Facility 2 of Bach Mai Hospital and Viet Duc Hospital into operation soon.

Deputy Prime Minister Nguyen Hoa Binh said that the immediate key task is to overcome existing problems and limitations and put the second facility of Bach Mai Hospital and Viet Duc Hospital into operation.

On the afternoon of May 23, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh led a working delegation to inspect the progress of the investment project to build the second facility of Bach Mai Hospital and Viet Duc Hospital in Ha Nam.

Also attending were Minister of Health Dao Hong Lan, leaders of several central ministries and branches, leaders of Bach Mai Hospital, Viet Duc Hospital and construction contractors.

After inspecting the actual construction progress of items at Facility 2 of Bach Mai Hospital and Viet Duc Hospital, Permanent Deputy Prime Minister Nguyen Hoa Binh and the working delegation had a working session to discuss and discuss solutions to remove difficulties and obstacles in order to complete the project on schedule.

According to Deputy Minister of Health Le Duc Luan, as of 2020, when the construction of these two hospital projects was temporarily suspended, Bach Mai Hospital had completed 97% of the contract's construction and equipment value, and purchased medical equipment with a total value of over 51.4 billion VND. Viet Duc Hospital had completed 86% of the contract's construction and equipment value, but had not yet installed medical equipment.

With the goal of completing the project progress according to the Government's direction in Resolution No. 34/NQ-CP dated February 13, 2025, the Ministry of Health has actively coordinated with central ministries, departments and branches to implement solutions to handle difficulties and obstacles in the Investment Project to build Facility 2 of Bach Mai Hospital and Viet Duc Hospital. After resuming construction, contractors are currently focusing all their efforts to speed up the construction progress of the packages of both hospitals.

The contractors committed to import all materials and equipment by June 30, and complete the construction and installation of the operating room system by July 15. For other packages such as construction of technical infrastructure items outside the house, internal roads, parking lots, construction and installation of water supply and drainage systems, trees, landscapes, fire prevention and fighting systems, installation of information technology and equipment for the hospital room system, office rooms... all met the progress requirements.

The contractors of the two hospital projects committed to completing the entire construction package of all items by September 15, and completing the handover procedures before November 15, 2025.

As for the medical equipment bidding package worth up to VND1,100 billion/hospital, the Ministry of Health has urged the two hospitals to complete the review and approval of the medical equipment list. The Ministry will urgently carry out bidding procedures, striving to complete them before June 30; as soon as the equipment is available, it will be provided immediately. For equipment that must be completely imported from abroad, it will depend on the contractors.

In order for the two hospitals to be able to put Facility 2 into operation immediately after the handover, the Ministry of Health directed the two hospitals to proactively review human resources, increase recruitment and training of medical staff and doctors, and proactively plan to ensure accommodation for about 2,200 medical staff working at Facility 2 of both hospitals.

At the meeting, representatives of central ministries, branches and related units also reported more clearly on the work contents to ensure the progress of the projects; proposed to the Government to direct the removal of difficulties and obstacles related to issues such as adjusting investment capital for the project, payment and settlement procedures, credit policies for contractors of the packages... to ensure the two hospital projects can be put into operation in December 2025.

Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ha Nam province Truong Quoc Huy said that to support Bach Mai Hospital and Viet Duc Hospital to soon put Facility 2 into operation, Ha Nam province has proactively allocated funds to invest in a social housing project to meet the needs of medical staff and doctors.

It is expected that in early June 2025, the province will start construction of 3 social housing buildings, with a construction period of 7 months, ensuring quality and meeting the accommodation requirements for medical staff working at the two hospitals. Along with that, the province also allocated 28 hectares of land to Bach Mai Hospital to build a student dormitory for Bach Mai Medical College.

Emphasizing that these are two large hospital projects with high investment rates, modern scale and quality on par with international standards, the Deputy Prime Minister said that the delay in project progress, causing great waste of state budget, loss of prestige of state agencies, and affecting people's trust is the common responsibility of central ministries and branches, of which the Ministry of Health is the governing body.

Therefore, the immediate key task is to resolutely overcome existing problems and limitations, and put Facility 2 of Bach Mai Hospital and Viet Duc Hospital into operation in December 2025 in accordance with the direction of the Politburo, the General Secretary and Resolution 34 of the Government.

The Deputy Prime Minister requested urgent remedial measures to ensure the quality of the project and its progress, but still follow the procedures prescribed by law and prevent further violations. Contractors must focus on human resources, equipment and machinery to speed up the construction and installation of the packages according to the set schedule.

For the medical equipment bidding package, the Ministry of Health and the two hospitals will speed up the bidding process with the condition that the equipment is modern, high-tech, and not wasteful according to the approved budget. For additional expenses, it is necessary to report to the Government for timely supplementation. At the same time, the two hospitals must proactively plan to recruit and arrange human resources to work at Facility 2 in Ha Nam, including increasing the rotation of 40% of high-quality human resources at Facility 1 to work at Facility 2; prioritize recruiting and training medical staff from Ha Nam and neighboring provinces to serve here.

The Government Office and central ministries and branches focus on prioritizing the settlement of procedures and documents related to the Investment Project to build Facility 2 of Bach Mai Hospital and Viet Duc Hospital with the highest determination and responsibility.

The Deputy Prime Minister also commended and welcomed Ha Nam province for proactively supporting the two hospitals with social housing and premises to build human resource training facilities, and suggested that the province continue to coordinate with the two hospitals in recruiting and training human resources in the health sector./.
