Inevitably entangled

As a mountainous district in the Northwest of Nghe An, Que Phong has an area of ​​1,895km². The whole district has 5 ethnic groups living together (Thai, Kinh, Kho Mu, Mong, Tho). Because the current land fund of the communes is narrow (mainly forest land), the area is large, and the residential areas are scattered", Chairman of the District People's Committee Cao Minh Tu worried.

Similarly, with the characteristic of having more than 203km of border adjacent to Laos, Ky Son district has 21 communes and towns, including 11 border communes... In calculating the plan to arrange communal administrative units, Ky Son encountered many difficulties, such as: fragmented mountainous terrain, difficult transportation; conditions (facilities, information technology, headquarters, offices...) after the arrangement did not meet the requirements of a large commune scale to operate effectively.

Or as with Quynh Luu, although there has been initiative and flexibility in building plans to arrange commune-level administrative units, the district still cannot avoid problems in handling public assets. "The current situation is that there is a surplus or shortage of working offices when arranging commune-level administrative units. Because the location and facilities are not synchronized to meet the choice of locations for new administrative units to create convenience for people to come and do transactions", Chairman of the District People's Committee Tran Viet Dung clearly stated.

In a recent meeting of the Provincial Steering Committee on this issue, Provincial Party Secretary Nguyen Duc Trung admitted that there are still difficulties and obstacles, especially in changing policies and approaches to issues in a short period of time. A small number of cadres, party members, civil servants and public employees have a mindset of working half-heartedly, avoiding, and not strictly implementing discipline and administrative discipline; there are still some local leaders with local thoughts, leading to difficulties in the process of implementing tasks...

Need to clearly identify social dynamics

In fact, the construction of the organizational structure, the arrangement of cadres and civil servants for the apparatus of the commune-level administrative units after the dissolution of the district level is an important, difficult and complicated task, affecting the entire team from the district to the grassroots level. Therefore, in order to effectively arrange cadres and civil servants for the new apparatus, local leaders propose that the Central and the province soon provide specific instructions on the implementation of Decree 67/2025/ND-CP amending Decree 178/2024/ND-CP on policies for cadres, civil servants, public employees, workers, and armed forces in the arrangement of the apparatus; at the same time, there are instructions on the process of arranging and assigning cadres and civil servants to ensure quality, publicity, and transparency. The Department of Agriculture and Environment has instructions so that the planning and land use plan is predictable and can be implemented early to determine locations and projects for new communes...

Quy Hop District Party Secretary Duong Hoang Vu said that, in addition to providing financial support to promptly resolve the surplus policies and regimes after the rearrangement, the Provincial People's Committee also needs to issue guidelines for making budget estimates and spending norms for implementing the project of rearranging administrative units... The representative of Vinh City People's Committee suggested that the province make the most of existing facilities, convert the old headquarters into a public service center (library, cultural house); prioritize the use of budget from land auctions to invest in key infrastructure. From another perspective, Do Luong District Party Secretary Bui Duy Dong proposed: during the rearrangement process, it is necessary to clearly identify the driving communes, create a "push" for growth poles as well as implement the general political targets and tasks of the province.

Working with the districts recently, Vice Chairman of the Provincial People's Committee Hoang Phu Hien shared that the arrangement inevitably leads to "thoughts" among officials. Therefore, along with promoting propaganda to create consensus and high unity in society, localities also need to tighten discipline, administrative discipline, and enhance the responsibility of officials in performing their duties.

Vice Chairman of the Provincial People's Committee Phung Thanh Vinh especially noted: in special localities, mainly ethnic minorities... the arrangement needs to focus on factors such as: Administrative units are isolated and difficult to organize convenient traffic connections with adjacent administrative units; Administrative units are in particularly important locations, if rearranged, it will affect national defense and security... "The Department of Home Affairs proactively advises the Provincial People's Committee to guide localities to develop timely and correct arrangement plans. Take the lead and coordinate with the Department of Agriculture and Environment, districts: Ky Son, Tuong Duong, Que Phong... to unify disputed administrative boundaries of some bordering communes", Mr. Vinh suggested.

Vice Chairman of the Provincial People's Committee Bui Thanh An emphasized: each cadre needs to enhance their sense of responsibility and dedication so that when establishing new administrative units, they can quickly operate with higher work efficiency than at present... Especially, for Vinh City - the leading unit, the growth engine of the province, during the implementation of the arrangement, the city and wards and communes need to rectify the implementation of discipline and administrative discipline, to best serve the people and businesses.
