Vice Chairman of Vinh Linh District People's Committee Nguyen Anh Tuan said that in order for the OCOP program to go into depth, every year, Vinh Linh District has included the content of the program in the district's socio -economic development plan to direct its implementation. Integrating the implementation of the program's content in regular meetings and inter-sectoral conferences of the district to propagate the OCOP program to all levels, sectors, communes, towns and people to understand and know about the program to actively participate in its implementation.
Direct communes and towns to focus on shifting crop structure towards improving quality, associated with commodity production of key products. Encourage the development of production organization forms, improve management capacity for enterprises, cooperatives, households producing agricultural , non-agricultural and service products according to the value chain, in order to promote creativity and internal strength to increase income and improve people's lives.
Direct specialized agencies to organize training sessions and support for production households and businesses registering to participate in the program; coordinate with the District Youth Union to organize training courses on start-ups with the OCOP program, transfer scientific and technical advances applied to production, economic development for young people, and provide training to improve knowledge and skills for young people starting businesses and production and business establishments owned by union members in the entire district.
Thanks to that, in 2024 alone, the whole district had 6 products certified to achieve 3-star OCOP, including: Vinh Linh tapioca starch of Huynh Cong Dong Cooperative, Trung Nam Commune; red lingzhi mushroom of Linh Duong mushroom production facility, Vinh Son Commune; dragon blood brown rice vermicelli of Loan Hao production facility, Hien Thanh Commune; Vinh Tu pickles of Vinh Tu Clean Agricultural Products Cooperative, Vinh Tu Commune and 1 re-certified product, Lang An pure peanut oil of Le Thanh Bien business household, Kim Thach Commune. This increased the number of OCOP products of Vinh Linh district to 17 products; of which 3 products achieved 4-star OCOP certification and 14 products achieved 3-star OCOP certification.
To support the subjects, the district has actively coordinated with the Department of Rural Development to advise, guide and support the standardization and product development for 5 products with a total budget of over 88 million VND. Support participation in fairs and exhibitions to promote and introduce OCOP products inside and outside the province, typical events such as: displaying and introducing OCOP products and potential products of Quang Tri province at the National Press Conference in 2024; Quang Ninh OCOP Fair - Spring 2024... At the same time, create conditions for economic organizations and production households to participate in craft village fairs, regional specialties, fairs inside and outside the province to promote and market OCOP products.
However, Mr. Tuan also admitted that, in addition to the achieved results, the implementation of the OCOP program in the district still has some shortcomings such as: most production facilities have limited financial capacity, small-scale production, production technology equipment is not equipped with modern technology, the capacity and level of organization and management of production and business facilities have not been improved, lack of connection and cooperation in production and consumption. Low market access, most entities have not effectively exploited websites, participated in sales through e-commerce channels, but mainly bought and sold goods on consignment or by phone.
Production and processing of agricultural products are still limited, mainly preliminary processing and simple processing. The source of raw materials is unstable and seasonal. In addition, the criteria for evaluating products are relatively high. The implementation of application and transfer of scientific and technological achievements into production is still slow; attracting enterprises to invest in the agricultural sector to develop production according to the value chain is still limited. Some entities still lack capital for production.
According to Mr. Tuan, the district's goal in 2025 is to have 1-2 new products certified with 3-star OCOP; 1 product with 5-star OCOP; and to organize the assessment and re-certification of expired products.
Along with promoting propaganda, Vinh Linh district focuses on assessing the potential and strengths of the locality; identifying products belonging to industry groups according to regulations, especially the potential of raw materials, rural industries, and community tourism to have appropriate support solutions for subjects to develop products. Attaching the tasks of the OCOP program to the general task of implementing the new rural construction program in the locality.
Support entities to improve quality and participate in evaluating and upgrading products that have achieved OCOP certification of 3 stars or higher. Increase support for entities to participate in trade promotion activities, connect trade at markets, fairs, supermarkets; promote product brands, expand consumption markets; connect with other businesses to increase added value and develop the market. At the same time, focus on building and developing pepper products of Vinh Linh Pepper Production and Trading Cooperative to achieve 5-star OCOP certification in 2025.
