The Committee on Science, Technology and Environment reviews the draft Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy.

On the morning of April 29, continuing the 12th Plenary Session, the Committee on Science, Technology and Environment reviewed the draft Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy. Member of the Party Central Committee, Chairman of the Committee on Science, Technology and Environment Le Quang Huy chaired the Session.

Chairman of the Committee on Science, Technology and Environment Le Quang Huy stated that in the context of global energy security facing many challenges, fossil energy supplies increasingly depleted, complex climate change and urgent requirements for transition to a green economy and circular economy, the use of energy economically and efficiently has become an inevitable trend and a top priority of many countries in the world, including Vietnam.

Realizing that importance, Vietnam issued the Law on Economical and Efficient Use of Energy in 2010. After more than a decade of implementation, the Law has created an important legal corridor, contributing to raising awareness and promoting energy-saving activities in all areas of economic and social life, achieving encouraging results.

The reality of rapid socio-economic development, the process of deep international integration, the strong development of science and technology, along with Vietnam's strong international commitments to reduce greenhouse gas emissions, especially the commitment to achieve net zero emissions by 2050 at COP26, requires us to make adjustments, supplements and improvements to the legal framework on energy saving and efficiency to suit the new situation.

Chairman of the Committee Le Quang Huy emphasized that the development and promulgation of the Law on Economical and Efficient Use of Energy (amended and supplemented) is extremely necessary to fully institutionalize the policies and guidelines of the Party and State on energy security, sustainable development and response to climate change. Overcoming the limitations and shortcomings of the current Law, creating a more synchronous, unified and effective legal basis.

At the same time, further promote solutions for energy saving and efficiency on a social scale, from production, business to consumption. Encourage research and application of advanced technology, and transition to energy-saving production and consumption models. Improve the effectiveness of state management, establish a monitoring, evaluation and sanction mechanism strong enough to ensure the implementation of the Law.

Through discussion, delegates basically agreed with the necessity of promulgating the Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy to institutionalize the Party's guidelines and policies, the State's policies and laws, solve practical problems, and promote the economical and efficient use of energy.

Opinions also said that the draft Law needs to focus on cutting and simplifying administrative procedures and business regulations, creating convenience and reducing costs for people and businesses.

Regarding the scope of the Law amendment, some opinions suggested that it is necessary to continue reviewing and more clearly institutionalizing some contents on mechanisms and policies to mobilize resources for green and sustainable industrial transformation and economical and efficient use in the context of Vietnam's energy shortage; changing production and business models on the basis of big data technology and artificial intelligence to achieve the energy saving targets stated in Resolution No. 55-NQ/TW.
