On January 17, the Government's Steering Committee 138 (138/CP) on crime prevention and control and the National Steering Committee 389 on combating smuggling, trade fraud and counterfeit goods held a national online conference to review work in 2023 and deploy tasks for 2024. In 2023, criminal activities are complicated in many areas. Crimes against social order tend to increase compared to the same period last year. The authorities investigated and discovered 44,733 cases of crimes against social order, reaching 77.01%; eliminated 126 criminal gangs; arrested, persuaded to surrender, and eliminated 451 wanted subjects. Detected and handled 4,452 cases, 6,334 subjects committing economic crimes; 27,333 cases, 42,977 drug-related criminals (5.79% more cases, 8.92% more than the same period in 2022. Many corruption, smuggling, human trafficking, high-tech, environmental crimes were discovered and investigated... The progress of investigating cases under the supervision and direction of the Central Steering Committee on Anti-Corruption and Anti-Negative Crimes was accelerated; typical cases of public interest were promptly brought to trial...
The Steering Committee 389 of ministries, branches and localities proactively grasped the situation, synchronously and resolutely deployed measures to combat smuggling, trade fraud and counterfeit goods. Strictly controlled the situation of smuggling and illegal transportation of goods in inland areas and across borders, sea areas and international airports. During the year, 146,678 violations were detected, arrested and handled (an increase of 4.95%). Of which, units and localities detected and arrested 11,499 cases of buying, selling and transporting prohibited goods and smuggling (a decrease of 3.73%); 129,713 cases of trade fraud and tax fraud (an increase of 4.51%); 5,464 cases of manufacturing, buying, selling and transporting counterfeit and poor-quality goods and intellectual property rights violations (an increase of 48%). State budget revenue was 14,570,347 billion VND, up 14.97% over the same period in 2022; 616 criminal cases, 724 subjects were prosecuted (up 0.56%)...
In Cao Bang, the Provincial Steering Committees 138 and 389 focused on directing the timely implementation of Government documents on crime prevention and control, smuggling, trade fraud and counterfeit goods. The authorities inspected and detected 798 cases/760 violators. 19,553 poultry breeds, 18,000 chicken eggs, 27,963 kg of smuggled and illegally transported tobacco materials were seized. The total amount of administrative violation fines paid to the State budget was over 18.6 billion VND, equal to 143.5% compared to 2022.
At the conference, delegates from ministries, branches and localities focused on discussing, proposing ideas, exchanging solutions and experiences in combating, preventing and controlling crimes and social evils; preventing and combating smuggling, trade fraud and counterfeit goods in the coming time.
In 2024, the world and regional situation is forecast to continue to develop complicatedly, the Russia - Ukraine and Israel - Hamas conflicts will continue to be fierce. The causes and conditions for crime to increase, the prices and supply of essential goods will fluctuate complicatedly, posing a major challenge to socio-economic development, political security, and social order and safety.
Speaking at the conference, Deputy Prime Minister Tran Luu Quang requested: Ministries, branches and localities continue to thoroughly grasp and effectively implement the directions of the Government, Prime Minister, Steering Committee 138/CP and National Steering Committee 389; do a good job of grasping and forecasting the situation, avoiding passivity and surprise in crime prevention and control, maintaining security and order. Identify routes, areas, key subjects, emerging behaviors and goods; proactively identify new methods and tricks of operation; develop programs and plans; promptly receive and handle reports; coordinate inspection and control against smuggling, trade fraud and counterfeit goods in the fields and areas under their management. Closely combine social prevention and professional prevention, taking the key areas as the basis to focus on synchronously implementing crime prevention and control measures.
Synchronously implement solutions to improve the quality of investigation, prosecution, and trial of crimes, prevent and combat wrongful convictions, and omissions of criminals and criminals, comply with the principle of "rule of law", ensure civil rights, and legitimate rights and interests of individuals and organizations. Build a team of officials and civil servants of agencies with sufficient qualities, capacity, and prestige to serve the people, and ensure the requirements of crime prevention and combat in the new situation. At the same time, review difficulties and obstacles, propose amendments and supplements to mechanisms, policies, and laws related to crime prevention and combat, law violations, smuggling, trade fraud, and counterfeit goods; strengthen management, inspection, detection, and strict handling of organizations and individuals who violate discipline and the law, cover up, assist, and protect smuggling, trade fraud, and counterfeit goods. Coordinate in organizing propaganda of policies and laws; promptly reflect the situation and results of fighting smuggling, trade fraud and counterfeit goods. Promote international cooperation, especially with countries sharing borders and having a large number of Vietnamese people living, working and studying, to proactively prevent crime early and from afar; strengthen foreign information in the fight against crime.
Forces and localities focus on patrolling and controlling fishing activities; preventing illegal fishing activities to remove the European Commission's yellow card for the Vietnamese fisheries industry.
