The Steering Committee for summarizing central projects worked with the Provincial Department of Ethnic Minorities and Religions.

On the morning of June 26th, the inspection and survey team of the Central Steering Committee for the Review of Central Projects, led by Mr. Y Thong, Deputy Minister of Ethnic Minorities and Religions (EMM), and a member of the Steering Committee, visited the Department of Ethnic Minorities and Religions to work with them.

Attending the working session were leaders from the Provincial Party Committee's Propaganda and Mass Mobilization Department; the Department of Ethnic Minorities and Religion; leaders from the Mass Mobilization Departments of State agencies, ethnic groups and religions; representatives from the Standing Committee of the City Party Committee; leaders from the People's Committee; and departments and agencies of the City and Ha Quang district.

During the working session, the inspection team listened to the report from the Department of Ethnic Minority Affairs on the results of 10 years of implementing Directive No. 49-CT/TW, dated October 20, 2015, of the Central Party Secretariat on strengthening and renewing the Party's mass mobilization work in ethnic minority areas; Directive No. 45-CT/TW, dated September 23, 1994, of the Central Party Secretariat (7th term) on some work in the Mong ethnic minority areas; Directive No. 62-CT/TW, dated November 8, 1995, of the Central Party Secretariat (7th term) on strengthening work with the Chinese community in the new situation; Conclusion No. 101-KL/TW, dated September 3, 2014, of the Central Party Secretariat on the policy of work with Protestantism in the new situation; and exchanged and discussed the situation of ethnic minorities and religions.

Cao Bang is a mountainous, border province where ethnic minorities account for over 94% of the population. Over the years, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have consistently prioritized and directed the implementation of ethnic and religious affairs. The Provincial People's Committee directs the Department of Ethnic Minorities and Religion to coordinate with other departments and agencies to develop implementation plans for programs and policies issued by the Central Government. These plans are then submitted to the Provincial People's Council and the Provincial People's Committee for issuance and implementation by relevant units, ensuring effective, timely, and targeted execution.

Direct the Department of Ethnic Minority Affairs to coordinate with relevant units to advise the Provincial People's Committee on the implementation of the National Target Program for socio -economic development in ethnic minority and mountainous areas, Phase I: from 2021 to 2025, in the province by 2025. Continue to implement Government Decree No. 5/2011/ND-CP; Government Decree No. 127/ND-CP dated October 10, 2024, amending and supplementing some articles of Decree No. 05/2011/ND-CP on ethnic affairs and the Strategy for ethnic affairs until 2030, with a vision to 2045.

Ethnic affairs and ethnic policies have received attention and guidance from all levels and sectors, and have been implemented relatively synchronously and promptly by the people. Programs, projects, and investment policies for ethnic minorities and ethnic minority areas have been implemented correctly, targeting the right beneficiaries, with a focus, and without waste..., making an important contribution to helping ethnic minorities overcome difficulties and gradually improve their lives to escape poverty.

The poverty reduction rate among ethnic minorities reached 4.66%; 70% of villages have paved roads leading to the center; 100% of health stations are built solidly; 99.8% of 5-year-old kindergarten students attend school, 99.6% of primary school-aged children attend school; 95.12% of secondary school-aged children attend school; 50% of working-age laborers receive vocational training suitable to the needs and conditions of ethnic minorities and the specific characteristics of ethnic minority and mountainous regions; the percentage of ethnic minority cadres, civil servants, and public employees participating in agencies, organizations, and units at all levels reached 94.7%...

The Provincial People's Committee directs specialized agencies and the People's Committees of districts and cities to strengthen coordination, proactively advise, and effectively implement state management of beliefs and religions in the province, especially to effectively disseminate the Law on Beliefs and Religions and related documents; to pay attention to resolving requests from religious organizations and individuals; to encourage and congratulate religious leaders on holidays and festivals; and to promptly handle emerging issues related to beliefs and religions in the province.

The Department of Ethnic Minority Affairs recommends that the Ministry of Ethnic Minority Affairs study and amend relevant mechanisms and policies related to the management and implementation of programs, in line with the policy of restructuring and organizing the administrative apparatus at all levels, ensuring a legal basis for the continuous and uninterrupted implementation of national target programs. It also recommends the early issuance of circulars and guidelines on the functions, tasks, and organizational structure of the Department of Ethnic Minority Affairs at the local and grassroots levels. Furthermore, it recommends the continued issuance of appropriate policies, programs, and projects to support students in ethnic minority and mountainous areas, and areas with special difficulties, as well as support for students from poor and near-poor households, creating favorable conditions for them to attend school.

The government allows adjustments to the funds carried over from 2022, 2023, and 2024 to continue investing in and supporting target groups that have not yet achieved the program's objectives, avoiding waste of allocated resources. Guidelines on regional classification according to development levels should be issued soon; funding for the program implementation in the 2026-2030 period should be allocated promptly, along with guiding documents and amendments to the target groups for the National Target Program on socio-economic development in ethnic minority and mountainous areas, Phase II. Funding for the program (including both investment and operational funds) should be allocated from the first year of Phase II (2026-2030) to allow localities to proactively implement the program…

Concluding the working session, Deputy Minister of Ethnic Minority Affairs Y Thong highly appreciated the province's efforts in implementing the directives, resolutions, and conclusions of the Central Government on ethnic and religious affairs. He requested that in the coming time, the Department of Ethnic Minority Affairs continue to implement, direct, and supervise the implementation of the Party and State's programs and policies on ethnic and religious affairs. Attention should be paid to the lives of ethnic minority people, especially in the implementation of programs, policies, and projects related to ethnic minorities. Strengthen propaganda and mobilization efforts to encourage ethnic minorities to strive to overcome poverty, avoid the mentality of waiting and relying on the State and the community; build and promote advanced, civilized, and humane ethnic cultural identities. Effectively carry out state management of beliefs and religions; proactively coordinate and monitor the situation; Pay attention to resolving legitimate requests from religious organizations and individuals, and handle arising issues related to beliefs and religions in accordance with regulations. Continue to effectively implement national target programs in ethnic minority and mountainous areas.
