The Provincial Steering Committee on Science and Technology Development, Innovation and Digital Transformation held its second meeting.

Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Committee, concluded the meeting.

Since the beginning of the year, Quang Ninh province has synchronously and resolutely implemented the dissemination and propaganda of the spirit of Resolution No. 57-NQ/TW in many forms throughout the province; urgently and resolutely perfected the institutions, including directing the completion of the review and arrangement of the apparatus, functions, tasks and powers of state agencies to ensure unity and improve the effectiveness of state management of science and technology, innovation and digital transformation. The province also directed the development and promulgation of mechanisms and policies to remove obstacles in the implementation of science and technology tasks.

Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, spoke at the meeting.

Along with that, the province also focuses on increasing investment, perfecting infrastructure for science and technology, innovation and national digital transformation; researching and developing specific policies to attract, recruit and retain human resources in science and technology, innovation and digital transformation to work in agencies of the province's political system. At the same time, promoting digital transformation, applying science and technology, innovation in the activities of agencies in the political system and in enterprises; strengthening international cooperation in developing science, technology, innovation and digital transformation, focusing on cooperation with the Guangxi Zhuang Autonomous Region to build smart border gates...

Comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, spoke at the meeting.

Highly agreeing with the opinions of the members of the Steering Committee, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Committee, assessed that in the past time, all levels and sectors in the province have seriously implemented the tasks according to Resolution No. 57 of the Politburo and achieved some initial results. However, the implementation process is still slow, has not created clear changes, and has not overcome the shortcomings and limitations that were previously pointed out.

In order for science and technology, innovation and transformation to be the driving force, opening the door for the province and the country to enter a new stage of development, the Provincial Party Secretary requested that all political systems, all levels and sectors must resolutely and effectively implement the assigned tasks; associated with a specific implementation roadmap for each month and each quarter and must have a process of inspection, supervision, evaluation and experience drawing during the implementation process.

Comrade Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee, spoke at the meeting.

Directing specific tasks in the second quarter, the Provincial Party Secretary requested to focus on digitizing archival documents before implementing the 2-level government model, arranging commune-level administrative units; at the same time, develop plans and methods to operate the e-government system after the arrangement, ensuring that the connection between government levels is carried out synchronously and smoothly, serving people and businesses in the best way. In addition, in the process of preparing for the congresses of communes and wards after the merger, localities must direct the updating of tasks on science and technology development, innovation, and digital transformation into congress documents to create a political and legal basis for communes to organize comprehensive implementation in the fields of Party building, government, and socio-economic development in the coming term.

The Provincial Party Secretary also requested to speed up the progress of building a shared database; promote the development of digital infrastructure, connection, data sharing, digital platforms, digital applications, digital data, especially in the tourism, healthcare, education, agriculture, environment, and tax sectors.
