Speaking at the meeting, Provincial Party Secretary Vu Hong Van stated that over the past time, the Party and State have had many policies to promote the development and application of science and technology, promote innovation and digital transformation; proactively and actively participate in the fourth industrial revolution, achieving important results.
However, the speed and breakthrough in the development of science, technology, innovation and national digital transformation are still slow; the scale, potential, level of science, technology and national innovation are still quite far behind the group of developed countries; the awareness of many levels, sectors, cadres, civil servants and people about digital transformation is not complete and profound. Institutions, laws, mechanisms and policies do not meet the requirements; high-quality human resources are still lacking... This is a common situation nationwide, including Dong Nai.
Therefore, the meeting of the Steering Committee is very important. We hope that the Steering Committee members will have specific opinions on each issue.
According to the report of the Department of Science and Technology, out of 73 key tasks identified in Plan 433-KH/TU to implement Resolution No. 57-NQ/TW of the Politburo on "breakthrough in science and technology development, innovation and national digital transformation" in the province, up to now, 27 tasks have been initiated (reaching 37%), mainly focusing on dissemination, building detailed plans, reviewing institutions and organizational apparatus; 46/73 remaining tasks are in the preparation stage or waiting for instructions (63%).
At the meeting, the Steering Committee members had many opinions and recommendations to effectively implement Resolution 57.
Standing Deputy Secretary of the Provincial Party Committee Ho Thanh Son proposed that the standing agency develop a plan and program of activities for the Steering Committee so that members clearly know their tasks and follow them to carry them out.

Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee Huynh Thanh Binh, proposed a number of contents related to removing difficulties for science and technology activities such as: the mechanism for commercializing scientific research results, the bidding mechanism in scientific research activities, the issue of settlement for research, the process of reviewing scientific research topics, property ownership in scientific research, responsibilities and rights of scientists in research activities...
Chairman of the Provincial Party Committee Inspection Committee Huynh Thanh Binh also mentioned the issue of human resource training. Accordingly, we currently have many scientific innovation competitions among students. Many students are creative and win awards but are not followed up, coordinated with training and fostering at higher levels.
Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Duong Minh Dung proposed to continue popularizing digital technology among officials, civil servants and people; recommend 5G coverage and free for people; focus on building smart computing centers to "take shortcuts", creating momentum for Dong Nai to develop.
Opinions also mentioned the implementation of "digital literacy", which needs to be implemented more strongly and more practically; building big data; reviewing infrastructure to implement digital transformation; proposing unified use of shared systems nationwide to ensure uniformity and facilitate system operation...
