Progress is difficult to meet requirements

Quynh Lap LNG Thermal Power Plant is one of 14 gas thermal power projects in the list of important power source projects, prioritized for investment until 2030. According to the plan, the project with a total investment of about 2.15 billion USD has a capacity of 1,500 MW, including the following items: LNG power plant, gas storage, receiving port, breakwater and auxiliary works on a total area of about 210 -360 hectares, LNG fuel demand of about 1.15 million tons/year and a port to receive ships with a tonnage of about 100,000 DWT.

The project was approved by the Prime Minister in the Power Plan VIII, adjusted in Decision No. 768/QD-TTg dated April 15, 2025, implemented in the period 2025 - 2030; in the Implementation Plan approved by the Ministry of Industry and Trade , it will be put into operation in 2028. Currently, Nghe An province is carrying out the procedures for approving the investment policy, so the progress is difficult to meet the requirements. The meeting was held to discuss and propose solutions to solve difficulties and problems to ensure the project is implemented on schedule.

Speed up the implementation

At the meeting, after listening to the reports and proposals of the units, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh assigned tasks to relevant units to speed up the project implementation progress. The Department of Industry and Trade regularly monitors and urges relevant departments, branches and localities to ensure the contents related to the project implementation progress; closely coordinates with the Department of Finance in implementing procedures for selecting investors.

The Department of Finance shall complete the procedures for approving the investment policy and submit to the Provincial People's Committee an appraisal report before June 25, 2025; preside over and coordinate with agencies and units to review and prepare contents related to bidding for selection of project investors; at the same time, advise the Provincial People's Committee on the procedure for selecting investors according to regulations (clearly stating the contents of each step and expected completion time).

The Vice Chairman of the Provincial People's Committee also assigned the Department of Construction to closely follow the implementation of the approval of the Detailed Plan for the development of land and seaport areas of Nghe An in the period of 2021-2030, with a vision to 2050, to promptly advise the Provincial People's Committee on related contents; in which, note the adjusted area according to the opinion of the Ministry of National Defense to ensure that the project is eligible for implementation.

The Department of Agriculture and Environment continues to review regulations on contents related to land use planning and plans; procedures for converting land use purposes and other related contents according to the 2024 Land Law.

Request the Management Board of the Southeast Economic Zone to preside over and coordinate with the Department of Agriculture and Environment and relevant localities to review, update and complete the land use planning, construction zoning planning of Dong Hoi Industrial Park and other related contents according to their functions and tasks to ensure suitability for project implementation. Hoang Mai Town People's Committee reviews and updates the planning, land use plan, construction plan to ensure suitability for project implementation; determine the current status and origin of the land; develop a preliminary resettlement plan and compensation for site clearance for the project (if any).

The successful implementation of the Project on schedule will contribute to the development of the construction and service sectors, creating a premise to raise the level of the industry, and promote local economic growth. The Project is also consistent with Vietnam's national energy development goals to 2030, with a vision to 2045. Therefore, this is one of the key projects that Nghe An province is determined to accelerate.
