Discussing solutions to improve provincial competitiveness index in 2023

(HBĐT) - On the afternoon of August 16, the Provincial People's Committee held a conference to discuss solutions to improve the Provincial Competitiveness Index (PCI) in 2023. Comrade Bui Van Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference. Attending were comrades: Vu Tien Loc, member of the National Assembly's Economic Committee, Chairman of the Vietnam International Arbitration Center (VIAC); Hoang Quang Phong, Vice Chairman of the Vietnam Federation of Commerce and Industry; representatives of Business Associations of the provinces: Quang Ninh, Tuyen Quang, Phu Tho; leaders of departments, branches, sectors, People's Committees of districts and cities. Comrade Bui Van Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.

In his opening speech, Chairman of the Provincial People's Committee Bui Van Khanh affirmed: Over the past year, Party committees and authorities at all levels in the province have implemented synchronous solutions to improve competitiveness and create a favorable and equal investment and business environment. The focus is on reforming administrative procedures and focusing on removing difficulties for businesses. However, there are still some low component indicators leading to the province's competitiveness index...

According to the report, in 2022, the province's Pax Index ranked 23rd; the Provincial Governance and Public Administration Performance Index (PAPI) ranked 43rd; the PCI index improved by 9 places. As of July 2023, the synthesis of the component indexes of the People and Business Service Index in implementing administrative procedures in Hoa Binh has improved significantly, reaching 81.38 points, ranking 2nd in the country. In which, the results of providing online public services on the National Public Service Portal reached 72.5%, exceeding the target set by the Prime Minister by 15%; the rate of online payment records reached 74.35%. Issuing electronic copies of the results of handling administrative procedures reached 44.17%. The province has many solutions to remove obstacles and difficulties for businesses and investors, such as: organizing dialogue conferences with businesses and investors; maintaining the Steering Committee for key provincial projects; Establish a working group to remove difficulties for businesses; support businesses facing difficulties in borrowing capital from banks... With those efforts, in the first 6 months of 2023, the province attracted 21 projects with registered capital of about 9,339 billion VND. However, the investment and business environment of the province has not really made a breakthrough, businesses' access to land still faces many difficulties; some planning is still overlapping; there is a lack of high-quality human resources. The clearance work has encountered many difficulties; industrial park infrastructure is slow to be invested; coordination between agencies is not timely...

Discussing at the conference, representatives of the Vietnam Federation of Commerce and Industry and experts assessed that administrative reform and solutions to remove difficulties for businesses in Hoa Binh province have shown positive effects. To continue to substantially improve the investment and business environment, delegates proposed many constructive solutions for Hoa Binh province such as: Building a thematic resolution on digital economy, digital transformation; developing alternative material production industries; organizing meetings with voters and the business community to monitor policies to support businesses. Speaking at the conference, comrades: Hoang Quang Phong, Vice President of the Vietnam Federation of Commerce and Industry; Vu Tien Loc, President of the Vietnam International Arbitration Center highly appreciated the efforts of Hoa Binh province in improving the investment and business environment. At the same time, it is necessary to promote the role and responsibility of entrepreneurs and enterprises in suggesting and advising the province on solutions and policies to support enterprises, remove difficulties for production and business, and promote economic development of the province. Continue to improve institutional breakthroughs, reform administrative procedures to ensure consistency, avoid overlaps, and have enforceability. Make efforts to soon approve planning to create trust for people and businesses. Strengthen enforcement capacity to improve PCI and PAPI indicators. Implement policies to protect cadres who think and dare to do, promoting tools to promote economic development. Establish a mechanism to improve legal capacity for agencies and enterprises. It is possible to study the establishment of a Hoa Binh development forum to invite qualified experts to give advice for the province's development...

In his concluding remarks at the conference, the Chairman of the Provincial People's Committee acknowledged and highly appreciated the opinions discussed at the conference. He affirmed that the opinions were very specific, constructive, and highly responsible.
