
This is an important document to concretize the Party and State's policy on cultural development and building Vietnamese people, meeting the requirements of sustainable national development in the new period.
According to the Decision, the Criteria Set consists of two systems: the Commune Criteria Set and the Provincial Criteria Set, each set includes 10 key criteria. At the commune level, the criteria focus on cultural behavior in the community; information, communication and cultural education ; prevention of domestic violence; grassroots cultural institutions and activities; preservation and promotion of cultural heritage; digital transformation; cultural management human resources; development of cultural industries; and effectiveness of Program implementation. At the provincial level, the criteria are expanded to include cultural and artistic activities, science and technology, and development of human resources in the cultural sector.
The Decision applies to central ministries and branches; provincial People's Committees; commune People's Committees and relevant units. Within 90 days from the effective date of the Decision, ministries and central agencies must issue implementation guidelines and announce specific targets to ensure consistency, synchronization and suitability to practice.
The Ministry of Culture, Sports and Tourism is assigned to guide and appraise dossiers for recognition of localities meeting comprehensive cultural development standards; at the same time, preside over and coordinate with relevant ministries and branches to review and adjust the Criteria during the implementation process if new requirements arise. Every year, ministries, branches and localities organize inspections and supervision of implementation to ensure the maintenance and improvement of the quality of the criteria.
The People's Committee at the provincial level is responsible for specifying criteria and targets suitable to the socio- economic conditions and cultural characteristics of the locality, ensuring that the standard level is not lower than the central requirements; organizing appraisal and deciding to recognize communes, wards and special zones that meet the standards of comprehensive cultural development.
According to the Ministry of Culture, Sports and Tourism, the promulgation of the National Criteria for Comprehensive Cultural Development contributes to creating a basis for objective and scientific assessment of the current state of cultural development in each locality; arousing aspirations for national development; fostering a solid spiritual foundation for society; and promoting culture as an important endogenous resource to promote rapid and sustainable socio-economic development, national defense, security and international integration.
