
The conference was chaired by Politburo members: Phan Dinh Trac, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission, Deputy Head of the Central Steering Committee on preventing and combating corruption, waste and negativity, Deputy Head of the Central Steering Committee for Judicial Reform; General Phan Van Giang, Deputy Secretary of the Central Military Commission, Minister of National Defense; General Nguyen Trong Nghia, Secretary of the Party Central Committee, Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army.
Co-chairing were comrade Le Minh Tri, Secretary of the Party Central Committee, Deputy Head of the Central Internal Affairs Committee ; comrades of the Party Central Committee, Deputy Heads of the Central Internal Affairs Committee: Vo Van Dung, Le Hong Quang; comrades of the Party Central Committee, members of the Central Military Commission, Deputy Ministers of National Defense: General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army; Senior Lieutenant General Vo Minh Luong.
Attending the conference were members of the Party Central Committee; leaders of the Central Internal Affairs Commission; leaders of the Ministry of National Defense ; and leaders of Central Party committees.

Reporting at the conference, comrade Bui Van Nghiem, member of the Party Central Committee, Deputy Head of the Central Internal Affairs Commission, stated: The coordination regulations have been seriously and effectively directed by the leaders of the two agencies. The coordination work has become increasingly systematic, achieving many important results, helping the two agencies successfully complete their assigned political tasks. The coordination results between the two agencies have actively contributed to the successful implementation of internal affairs tasks; preventing and combating corruption, negativity and judicial reform; maintaining political security, social order and safety, creating a stable environment, promoting socio-economic development.
Over the past 10 years of implementing the Regulation, the two agencies have presided over, coordinated research, and advised the Politburo, the Secretariat, and the Central Steering Committee on preventing and combating corruption, waste, and negativity to issue many policies, programs, projects, and regulations of the Party; at the same time, contributed to building and perfecting the State's mechanisms, policies, and laws related to internal affairs; preventing and combating corruption, waste, negativity, and judicial reform. During the coordination process, the two agencies have promoted their advisory role in organizing many inspection and supervision activities on preventing and combating corruption, waste, and negativity at the Party Committees and Provincial Party Committees assigned to monitor. The two agencies have closely coordinated in monitoring and supervising the implementation of the Party's guidelines and policies, the State's policies and laws on preventing and combating corruption and negativity related to the military and defense fields; advising on handling many serious and complicated cases that receive special attention from public opinion...

Coordination between the two agencies is maintained regularly through periodic meetings and reporting regimes; principles are properly implemented, responsibilities are clearly defined, and coordination between agencies in the political system is effectively promoted.
Emphasizing the fast-changing and complex world context; although the country has achieved many important achievements in all fields, it still faces many difficulties and challenges. Senior General Phan Van Giang highly appreciated the results of coordination in internal affairs; preventing and combating corruption, waste, negativity and judicial reform related to the military and national defense.
Comrade Phan Van Giang affirmed that the Central Internal Affairs Commission and the Central Military Commission have coordinated to study and propose the Party's viewpoints, policies and major orientations on internal affairs; preventing and combating corruption, waste, negativity and judicial reform; actively and proactively researched, advised and proposed projects, policies and strategies; solutions to handle military and defense situations related to internal affairs; preventing and combating corruption, waste, negativity and judicial reform; important legal documents; the Party's policies and viewpoints on building and defending the Fatherland in the new situation.

The two agencies have coordinated in researching and developing projects on the organization and operation of agencies with judicial, inspection and legal functions in the Ministry of National Defense; coordinated in advising and proposing to the Politburo and the Secretariat on policies in handling particularly serious and complicated cases and cases related to the military and national defense; coordinated in guiding, monitoring, urging, inspecting and supervising the implementation of the Party's guidelines and policies, the State's policies and laws on internal affairs; preventing and combating corruption, waste, negativity and judicial reform before promulgation...
Regarding information exchange and coordination, the two agencies have closely coordinated in exchanging information and documents related to internal affairs; national defense and security; preventing and combating corruption, waste, negativity and judicial reform; military affairs, national defense, political security, social order and safety; proposing major policies and solutions of the Party, and developing military and defense handling plans related to internal affairs.

At the conference, delegates contributed many enthusiastic opinions to the draft summary report; clarified the causes and limitations in implementing the Regulation; proposed tasks, solutions and contents that need to be amended and supplemented to the Regulation.
Also at the conference, the Central Internal Affairs Commission and the Central Military Commission signed the revised Regulations, aiming to continue to improve coordination work and successfully complete the tasks of each agency in the coming years.
In his concluding remarks at the conference, comrade Phan Dinh Trac affirmed that the greatest result in the implementation of the Regulations was the attention, leadership and direction of the leaders of the two agencies, especially the heads; the proactive and enthusiastic coordination of the units, officers, soldiers and civil servants of the Ministry of National Defense and the Central Internal Affairs Commission; with understanding, trust and responsibility, for the cause of building and protecting the Fatherland, protecting the regime, protecting the people, protecting the Party and the State.
Forecasting that in the coming time, the world and regional situation will continue to develop complicatedly, with many potential risks and instabilities, comrade Phan Dinh Trac requested that officers, soldiers and civil servants of the two agencies need to make greater efforts, coordinate more closely, smoothly and effectively, contributing to better performing the core role in protecting the independence, sovereignty, unity and territorial integrity of the Fatherland; step up the prevention and fight against corruption, waste and negativity; and build a clean and strong Party, State and Army.

Based on the tasks and solutions for coordination in the coming time, he noted the contents that need to be focused on. That is: Focus on coordinating and advising on institutionalizing and concretizing major policies and orientations on military, national defense, and national defense; preventing and combating corruption, waste, negativity, and judicial reform in the documents of the 14th National Party Congress, ensuring completeness, timeliness, synchronization, and unity; resolutely and persistently promoting the fight to prevent and repel corruption, waste, and negativity. Further strengthen the coordination work of grasping the situation, analyzing and forecasting, advising on timely and effective handling of complicated issues, avoiding being passive and surprised. Continue to strengthen coordination in research, giving opinions on projects, advising on preliminary and final summaries, building and perfecting institutions and laws on military, national defense, and national defense; preventing and combating corruption, waste, negativity, and judicial reform.
Strengthen coordination in guiding, monitoring, urging, inspecting, and supervising to ensure serious and effective implementation of the Party's guidelines, policies, and regulations, and the State's laws on internal affairs; prevent and combat corruption, waste, and negativity, and judicial reform in general, and military, national defense, and national defense in particular. At the conference, 13 comrades were awarded the Commemorative Medal for the Party's Internal Affairs Cause; 5 collectives and 10 individuals were awarded Certificates of Merit by the Central Internal Affairs Committee; 7 comrades were awarded the Commemorative Medal for the Cause of Building the Vietnam People's Army; 5 collectives and 10 individuals were awarded Certificates of Merit by the Minister of National Defense.
