Can Tho City Inspectorate has just announced the conclusion of the “Urban Upgrading Project in the Mekong Delta Region – Can Tho City Sub-Project (Project 2)” . The conclusion points out the advantages, shortcomings, and limitations of this project. The Can Tho City ODA Project Management Board (ODA Board) is the investor of the project.

Accordingly, regarding land acquisition, compensation, and support for households , during the project implementation process, the departments and offices of Ninh Kieu district did not advise the People's Committee of Ninh Kieu district to announce land use planning and issue land acquisition plans; conduct measurements and inventories before issuing land acquisition notices; and did not directly meet with people to get their opinions on compensation, support, and resettlement plans.

The issuance of notices, decisions on land recovery and decisions approving compensation and resettlement support plans by the People's Committee of Ninh Kieu district were not implemented within the prescribed time.

Regarding compensation and support for the renovation and upgrading of Bun Xang Lake and the upgrading of Lo Mo Alley, the conclusion pointed out that the Compensation Council and the Expert Team had reviewed and approved compensation and support for 3 cases in the renovation and upgrading of Bun Xang Lake and 3 cases in the upgrading of Lo Mo Alley not in accordance with regulations with an amount of more than 126 million VND.

In applying the resettlement policy, in the upgrading project of Inter-regional Alley 2, 3 (Bank Road Alley), An Khanh Ward People's Committee confirmed 1 case that was not true to reality and not according to the records.

Regarding the implementation of the law on bidding, the conclusion stated that "the content of the decision approving the bidding documents did not show the price of the bidding package, the source of capital for implementation, the bidding method, the form of the contract, and the contract period". The report evaluating the bidding documents did not attach the approval decisions related to the bidding package, the request documents, the explanation and clarification of the bidding documents, copies of the bidding certificates of the members of the expert group... as prescribed. The announcement of the results of the contractor selection was not made as prescribed.

The unit prices of some works were not in accordance with regulations. The contract price (estimate) of package 2.4.1 increased by 56%; package 2.4.7 increased by 29% in the first phase, 23% in the second phase and package 2.4.8 increased by 31% compared to the original contract value, but the ODA Board did not consult the investment decision maker as prescribed...

Regarding the appraisal and approval of the design documents, construction drawings and estimates of the bidding package CT-PW-2.4 - Construction of Bun Xang Lake , the Can Tho City Inspectorate concluded that "there are no documents approving the policy of the City People's Committee on adjusting, supplementing, and reducing the specific investment scale for each item in the bidding package".

During the project implementation process, some construction items were created outside the approved basic design to use the project's surplus capital, but the ODA Board did not update the basic design documents and complete the project adjustment documents as directed by the City People's Committee.

The Inspectorate confirmed that the ODA Board approved the construction drawing design documents and the above-mentioned bid package estimates that were inconsistent with the approved basic design documents.

Regarding the investment policy to build a walking path along the lake , according to the conclusion of the Inspectorate, the approved basic design documents of the project do not include a walking path along the lake, which was only added to the construction drawing design phase but did not have the written approval of the investment decision maker.

"The ODA Board's addition of a walking path along the lake to the construction drawing design documents and approval is not in accordance with regulations and is not consistent with the project documents/basic design," the City Inspector stated.

Regarding the implementation of construction contracts , the Inspectorate concluded that the leaders of the ODA Board and the officers in charge of the bid packages lacked supervision, inspection, and supervision, leading to the construction units not performing on schedule according to the signed contracts, and some bid packages have not been completed to date. Some bid packages have not been completed in accordance with the actual construction volume.

“ The inspection shows that the handover of tasks between directors and former directors is not strict, the handover minutes do not show the participation of the heads of departments of the ODA Board; the recipients of the handover do not sign... This shows that the directors lacked a sense of responsibility when accepting the tasks,” the Inspector stated.

The City Inspectorate recommends that the Chairman of the City People's Committee direct the Director of the ODA Board and the Chairman of the Ninh Kieu District People's Committee to seriously organize the implementation of the inspection conclusion, overcome limitations, shortcomings and violations; at the same time, organize a review of the responsibility of the collective and individuals for the violations.

Assign the Director of the Department of Home Affairs to advise the Chairman of the City People's Committee to review the responsibility of the Director of the ODA Board through the periods due to lack of responsibility in receiving and handing over tasks; not strictly implementing the conclusions of the Inspectorate of the Ministry of Construction and allowing limitations, shortcomings and violations to occur.

The road around Bung Xang Lake causes frustration for local residents because it is often flooded when the water rises and becomes a garbage dump, posing a risk of pollution.

Transferring investigation into violations at Can Tho Property Auction Center Can Tho City Inspectorate believes that the violations occurring at the Property Auction Service Center are serious, so the case file should be transferred to the investigation agency for clarification.
