SUPPLEMENTARY ASSESSMENT OF THE RESULTS OF IMPLEMENTATION OF THE 2022 SOCIO-ECONOMIC DEVELOPMENT PLAN AND STATE BUDGET; IMPLEMENTATION OF THE SOCIO- ECONOMIC DEVELOPMENT PLAN AND STATE BUDGET IN THE FIRST MONTHS OF 2023

According to the program of the 5th Session of the 15th National Assembly, the Government sent to the National Assembly 40 reports, submissions, and documents in many fields, including a full report on the supplementary assessment of the results of the implementation of the socio-economic development plan (SEDP) in 2022 and the implementation of the SEDP in the first months of 2023.
Assigned by the Prime Minister, I would like to report to the National Assembly and the people and voters nationwide some main contents as follows:
I. ADDITIONAL ASSESSMENT OF 2022 RESULTS AND SOCIO-ECONOMIC SITUATION IN THE FIRST MONTHS OF 2023
1. Regarding additional assessment of results in 2022
At the 4th Session, the Government reported to the National Assembly on the socio-economic situation in the first 9 months of the year and the estimates for the whole year of 2022. In the last months of 2022, the Government directed all levels, sectors and localities to continue to resolutely implement the Resolutions and Conclusions of the Central Committee, the National Assembly and the Government.
Focus on controlling the COVID-19 epidemic; actively disburse public investment capital, accelerate the implementation of key transport infrastructure projects, implement the Socio-Economic Recovery and Development Program, 03 National Target Programs; promote planning, regional linkage, build and perfect institutions, administrative reform, improve the investment and business environment; focus on cultural and social development, environmental protection; ensure national defense and security; promote foreign affairs and international integration.
The socio-economic situation in the last months of the year continued to recover, contributing to the overall results of the whole year 2022. The comments and assessments that the Government reported to the National Assembly at the 4th Session were basically appropriate.
In particular, in a very difficult context, we still achieved the goal of stabilizing the macro economy, controlling inflation, promoting growth, ensuring major balances of the economy [1] ; achieved and exceeded 13/15 planned targets [2] , in which many targets were better than the numbers reported to the National Assembly , such as: GDP in 2022 increased by 8.02% (reported as 8% ) ; GDP per capita reached 4,109 USD (reported as 4,075 USD) ; Average CPI increased by 3.15% (reported as about 4% ) ; State budget revenue reached 1,815.5 trillion VND, higher than the reported number of 201.4 trillion VND. (up 12.5 %) , promptly and fully meeting development investment expenditure tasks, implementing social security policies, salary reform and other urgent tasks.
Total export turnover reached 371.3 billion USD (reported as 368 billion USD) ; trade surplus reached over 12.4 billion USD (reported as about 1 billion USD) . Total social investment capital reached 3,219.8 trillion VND (higher than reported by 18.3 trillion VND) ; realized foreign investment capital reached 22.4 billion USD, up 13.5% (reported as 6.4 - 11.5% ) . The indicators of public debt, government debt, and foreign debt of the country continued to decrease and were within safe limits ( public debt ratio was 38% of GDP; government debt was 34.7% of GDP; foreign debt was 36.8% of GDP) .
Cultural and social fields are focused on; social security is ensured; people's lives continue to improve; by the end of 2022, nearly 104.5 trillion VND has been supported for over 1.41 million employers and over 68.43 million workers facing difficulties [3] ; at the same time, 25 thousand tons of rice were provided, supporting 492 thousand households with more than 1.6 million people.
National defense and security are strengthened; national sovereignty is maintained; social order and safety are ensured; foreign affairs and international integration are enhanced and effectively promoted; Vietnam's prestige and international position continue to be enhanced.
The fastest growing national brand value in the world in the period 2019-2022 (up 74% ) , reaching 431 billion USD in 2022, ranked 32nd in the group of 100 strongest national brand values in the world.
All three prestigious international credit rating organizations, Moody's, S&P and Fitch, have maintained and upgraded Vietnam's credit rating (Moody 's upgraded Vietnam's long-term national credit rating from Ba3 to Ba2 , "stable" outlook; S&P upgraded from BB to BB+ , "stable" outlook; Fitch maintained BB with a "positive" outlook) . The International Monetary Fund (IMF) commented that Vietnam is a bright spot in the " gray picture" of the global economy.
In the context of the rapidly changing, complex and unpredictable world and regional situation, the results achieved in 2022 are very valuable as General Secretary Nguyen Phu Trong affirmed at the Government Conference with localities (January 3, 2023): "Thanks to the high determination and efforts , great and persistent contributions of the entire Party, people and army, we have successfully and quite comprehensively achieved the goals and tasks: Focusing on preventing, fighting and controlling the epidemic, while promoting socio-economic recovery and development, building an independent and self-reliant economy associated with proactive, active and deep international integration effectively" .
However, our country still has limitations and difficulties; including 02 targets that have not met the plan [4] ; disbursement of public investment capital and implementation of a number of policies under the Socio-Economic Recovery and Development Program, 03 National Target Programs have not met requirements; planning work is still slow; many enterprises have difficulties in mobilizing and accessing capital, production and business costs have increased, export product markets have narrowed; the long-standing accumulated shortcomings of the real estate and corporate bond markets have not been effectively handled.
Ensuring economic security, cyber security, social order and safety, and caring for and protecting people's health still have shortcomings. Removing obstacles in legal regulations, mechanisms, policies, and bottlenecks in public service implementation requires more efforts; discipline and order are sometimes and in some places not strict. Policy response and coordination in some cases are still slow, lacking in determination, passive, confused, and not very effective...
2. On the situation and results of implementing the socio-economic development plan in the first months of 2023
2.1. Background
From the beginning of 2023, the world situation continues to fluctuate rapidly, complicatedly, unpredictably, affecting and influencing most countries and regions globally, especially: the consequences of the prolonged COVID-19 pandemic; the conflict in Ukraine, increasingly fierce strategic competition between major countries; high inflation, tight monetary policy, prolonged interest rate increases leading to growth decline, decline in consumer demand in many countries and major partners [5] ; risks in international financial, monetary, and real estate markets increase [6] ; challenges related to climate change, natural disasters, epidemics, energy security, food, and poverty are growing and increasingly impacting and influencing people.
Domestically, we have opportunities, advantages and difficulties, challenges intertwined, but difficulties and challenges are more numerous. Our country is a developing economy, in the process of transformation, with great openness, modest scale, limited resilience and competitiveness, low labor productivity, so it is subject to strong external impacts in many areas, especially in export, trade, investment, finance, currency, exchange rate, interest rate; supply chains are broken; FDI attraction is affected by the decline in global investment; competition in the international market is increasing... Meanwhile, the limitations and inherent shortcomings of the economy that have lasted for many years have been more clearly revealed in difficult conditions such as real estate markets, corporate bonds, weak banks...
2.2. Leadership, direction and management
Implementing the Resolutions and Conclusions of the Central Committee and the Politburo, especially Conclusion No. 46-KL/TW dated December 23, 2022 of the Politburo on the macroeconomic situation and key tasks and solutions in the coming time and the Resolutions of the National Assembly [7] , from the beginning of the year, the Government directed ministries, branches and localities to resolutely and effectively implement Resolution No. 01/NQ-CP dated January 6, 2023 on the main tasks and solutions for socio-economic development, state budget estimates and improving the business environment, enhancing national competitiveness in 2023, focusing on maintaining macroeconomic stability, controlling inflation, promoting growth, ensuring major balances of the economy; reviewing, supplementing and perfecting institutions, mechanisms and policies to remove difficulties for production and business; Promote allocation and disbursement of public investment capital, Socio-Economic Recovery and Development Program, 03 National Target Programs.
Organize conferences to deploy the Government's Action Program to implement the Politburo's Resolution on socio-economic development, ensuring national defense and security in 6 regions across the country in conjunction with promoting regional and local investment.
The Government and the Prime Minister organized many conferences, meetings, working sessions, business trips, and consulted with associations, businesses, experts, scientists, and international organizations [8] ; reviewed and perfected legal regulations and proposed mechanisms, policies, and solutions within their authority to remove difficulties and create favorable conditions for people and businesses; organized 05 Working Groups to promote disbursement of public investment capital; accelerated progress of key national projects and works; extended the deadline for tax and land use fees [9] , reported to competent authorities on tax, fee, and charge exemptions and reductions, and are developing a plan for global minimum tax [10] ; restructured debt repayment terms, extended debt [11] ; resolutely removed difficulties for corporate bond, stock, and real estate markets [12] .
Assign tasks to each member of the Government to directly work with localities to grasp the situation, remove difficulties and obstacles; focus on supporting businesses to proactively adapt, recover quickly and develop sustainably; actively develop, complete and approve plans, issue Power Plan VIII [13] ; remove difficulties in bidding, purchasing drugs, supplies and medical equipment [14] ; promote administrative procedure reform, improve the investment and business environment [15] ; promote national digital transformation, implement the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030 (Project 06 ) [16] .
Expanding the market, promoting exports [17] , tourism, solving problems related to labor, employment and people's lives [18] . Focusing on directing the handling of long-standing backlog projects (including 8/12 projects, inefficient enterprises, long-term losses , 06 weak commercial banks ...); promote the role of state corporations and groups [19] .
At the same time, focus on developing cultural and social fields, protecting the environment, strengthening national defense and security; promoting the prevention and fight against corruption and negativity, and improving the effectiveness of foreign affairs and international integration.
2.3. Results achieved in the first months of 2023
a) Economically
The macro economy is basically stable, inflation is controlled, growth is promoted, and major balances are ensured [20] .
In very difficult conditions, GDP in the first quarter still maintained growth momentum but not high, only reaching 3.32% over the same period. The consumer price index (CPI) tends to decrease, with an average increase of 3.84% in the first 4 months [21] .
The monetary, credit and foreign exchange markets are basically stable; interest rates continue to decrease , with the average lending interest rate decreasing by 0.7% compared to the end of 2022 [22] ; liquidity of the banking system is guaranteed; Cashless payments achieve positive results 23] .
State budget revenue for the first 4 months is estimated at 632.5 trillion VND, equal to 39% of the year's estimate. Trade surplus is 7.56 billion USD (same period trade surplus is 2.25 billion USD) . Disbursement of public investment capital increased by 15 trillion VND over the same period .
The National Master Plan has been announced and many national, regional, provincial and municipal plans have been approved [24] .
The agricultural sector continued to develop steadily, affirming its important supporting role in the economy during difficulties ; rice output in the first 4 months reached 12.6 million tons; new rural construction achieved positive results [25] .
The index of industrial production (IIP) recovered in April, up 3.6% compared to March and up 0.5% year-on-year.
Trade and services continued to grow strongly ; total retail sales of goods and consumer service revenue in 4 months increased by 12.8% ; attracted 3.7 million international visitors.
Prestigious international organizations continue to positively assess and forecast Vietnam's economic prospects in 2023 and the coming time [26] .
Focus on implementing many key and important national transport infrastructure projects (simultaneously starting construction of 12 North-South expressway projects with a total length of 723.7 km [27] ; in June 2023, striving to start construction of Ho Chi Minh City Ring Road 3 , Hanoi Ring Road 4 ; promoting the progress of Long Thanh International Airport...); completing and putting into use 310 km of expressway (routes: Mai Son - National Highway 45, Phan Thiet - Dau Giay, Nha Trang - Cam Lam, Phan Thiet - Vinh Hao) and a number of coastal roads (Quang Ninh, Phu Yen, Binh Thuan, Binh Dinh) [28] .
Many backlogged and prolonged issues and projects have been actively handled, achieving initial results ; inaugurated the Song Hau 1 and Thai Binh 2 Thermal Power Plants after many years of interruption; actively implementing the Politburo's Conclusions on restructuring the Shipbuilding Industry Corporation, the Vietnam Development Bank and weak commercial banks; 03 fertilizer plants are restructuring their loans, initially making profits (Ha Bac, Ninh Binh and DAP No. 2 Lao Cai)...
b) On culture, society and environment
Continue to effectively implement policies for people with revolutionary contributions, social protection, and ensure social security [29] . Organize the Lunar New Year of Quy Mao 2023 to be joyful, warm, healthy, safe, and economical, ensuring that everyone and every family has a Tet holiday [30] . Focus on developing the labor market [31] ; strengthen the connection between labor supply and demand, support workers in finding jobs, and for the first time pilot a nationwide online job exchange; promptly support people and workers who have lost their jobs or have reduced working hours [32] .
Pay attention to developing social housing, issue a project to build at least 1 million apartments for low-income people and industrial park workers and actively implement a credit package of 120 trillion VND.
Focus on effectively controlling the COVID-19 epidemic and other epidemics; have solutions to gradually and completely resolve difficulties in bidding and purchasing drugs, equipment and medical supplies; increase preferential allowances according to profession for preventive medicine and grassroots health officials to 100% .
Effectively implement the 2018 General Education Program; ensure the progress of the program and content of the 2022-2023 school year; continue to implement the digital university education model; prepare to organize the 2023 High School Graduation Exam and university and college admissions. Direct the implementation of the recruitment plan, manage and effectively use the teacher staffing quota, and overcome the surplus and shortage of teachers.
Actively implement the Strategy for Science, Technology and Innovation Development to 2030; the spirit of entrepreneurship and innovation is constantly spreading [33] . The science and technology market has developed; the establishment of intellectual property is strengthened [34] . Direct the pilot assessment and completion of the Local Innovation Index (PII).
Cultural and social fields are focused on. Many traditional festivals and cultural and artistic activities took place vibrantly; successfully organized many political events, programs, and unique and meaningful artistic activities to celebrate the 93rd anniversary of the Party's founding; 80 years of the birth of the Outline on Vietnamese Culture, 48 years of the Liberation of the South, and National Reunification Day...
Policies on ethnicity, religion, belief, elderly care, child protection, family, gender equality and women's advancement are of concern [35] .
High-performance sports continued to be promoted; in particular, the Vietnamese delegation achieved the highest result at the 32nd SEA Games [36] .
Vietnam's Happiness Index ranking increased 12 places, from 77th in 2022 to 65th in 2023 in the United Nations World Happiness Report.
c) On building and perfecting laws, reforming administrative procedures, improving the investment and business environment; inspection work, handling complaints and denunciations; preventing and combating corruption, negativity and waste
The Government has organized 4 thematic meetings on law-making in the first 4 months of 2023, a total of 16 sessions since the beginning of the term; directed the preparation of 20 draft laws and ordinances to serve the 2nd Extraordinary Session and the 5th Session of the 15th National Assembly; focused on reviewing, amending, supplementing, and promulgating legal documents within its authority, contributing to removing difficulties and promoting socio-economic development [37] .
Organize to collect public opinions on the draft Land Law (amended) in a comprehensive, extensive, substantive and effective manner [38] .
Promote administrative procedure reform [39] ; arrange and perfect the streamlined apparatus, operate effectively and efficiently, reduce focal points and intermediate levels [40] . Correct discipline and order, promote the responsibility of leaders, promote the spirit of daring to think, daring to do, daring to take responsibility for the benefit of the country and the people [41] .
Inspection, examination, prevention and fight against corruption, negativity and waste have been promoted, contributing to strengthening people's trust.
National digital transformation is promoted at all levels, sectors and fields, especially Project 06 and the construction and deployment of national databases [42] .
d) On defense, security, and foreign affairs
National defense and security are strengthened; social order and safety are ensured; closely monitor developments, avoid being passive or surprised; firmly protect independence, sovereignty, unity, and territorial integrity; ensure absolute safety for political events and major holidays.
The fight against crime has achieved many important results, especially in the areas of drugs, smuggling, and human trafficking across borders and at sea, exceeding many targets assigned by the National Assembly [43] , creating positive changes in social order and safety, contributing to gradually building an orderly, disciplined, secure, safe, and healthy society.
Actively implement solutions to remove difficulties and obstacles in fire prevention and fighting; strictly handle the use of alcohol, beer, and stimulants when driving vehicles; traffic accidents reduce in all three criteria [44] .
Foreign affairs and international integration have been proactively, actively, effectively and comprehensively implemented. High-level foreign affairs programs of Party and State leaders have been effectively implemented [45] , actively contributing to deepening bilateral cooperation and promoting the role at multilateral forums.
Economic diplomacy was focused on and achieved many results, contributing to attracting resources for development; completing negotiations on the Vietnam - Israel Free Trade Agreement (FTA) .
Timely deploying forces to participate in the rescue and relief efforts of the earthquake disaster in Türkiye, contributing to enhancing Vietnam's reputation and image in the international arena.
2.4. On existence, limitations, difficulties and challenges
GDP growth in the first quarter of 2023 (reaching 3.32 %) was lower than the same period ( 5.03 % ) ; in which many localities had low industrial production growth, some localities even had negative growth compared to the same period [46] .
Production and business activities face many difficulties, especially in the industrial and construction sectors and the small and medium-sized enterprise sector. Our large, traditional export markets are shrinking [47] ; many businesses lack orders.
State budget revenue tends to decrease [48] ; although the absolute number increases, the disbursement rate of public investment capital in the first 4 months only reached 15.65% of the yearly plan, lower than the same period ( 18.48 %) . Newly registered FDI capital decreased by 17.9%, implemented capital decreased by 1.2% . The total number of newly established and resuming enterprises decreased; the number of enterprises temporarily suspending operations and dissolving increased [49] .
Despite many efforts in reforming administrative procedures and improving the investment and business environment, the requirements have not been met. Due to the accumulation of shortcomings over many years, the corporate bond and real estate markets continue to face difficulties in liquidity and cash flow. The implementation of some policies of the 3 National Target Programs and the 2% interest rate support policy under the Socio-Economic Recovery and Development Program is still slow.
Labor quality sometimes and in some places does not meet market demand, many workers do not have degrees or certificates [50] , there is still a local imbalance in supply and demand; there is a situation of workers losing their jobs in some localities and industrial zones; the unemployment rate among young people is still high [51] ; the number of workers withdrawing social insurance at one time continues to increase [52] .
The lives of a segment of the population are still difficult, especially in remote areas, ethnic minority areas, border areas, and islands. There are still cases of school violence and child abuse that cause public outrage. Diseases, natural disasters, and climate change continue to develop in a complicated manner; security, social order and safety in some areas are potentially at risk; social evils, high-tech crimes, and cybercrimes are becoming more sophisticated and complex.
2.5. About the cause
The results achieved are thanks to the correct, close and timely leadership and direction of the Central Executive Committee, directly and regularly by the Politburo, the Secretariat, the Party and State leaders, headed by General Secretary Nguyen Phu Trong; the support, companionship and supervision of the National Assembly; the drastic, determined participation and close coordination of agencies in the political system; the correct, drastic, unified, methodical, scientific and practical direction and management of the Government, the Prime Minister, all levels, sectors and localities; the support, participation, sharing, trust and active participation of the people, the business community and the support and assistance of international friends.
The above limitations and shortcomings have both objective and subjective causes. The main reason is that the world economic and political situation is changing rapidly, complicatedly, and unpredictably, with many unprecedented developments that exceed forecasts, causing difficulties and putting great pressure on the direction and management work. The economy is highly open, while its internal capacity is still low, its resilience and competitiveness are not high, so it is greatly affected and influenced by external factors.
The long-standing shortcomings and weaknesses of the economy have only now become apparent in difficult conditions, especially in the weak real estate, corporate bond, and banking markets. Analysis, forecasting, and policy responses in some cases are not yet timely and effective. A number of officials and civil servants are not yet resolute, timely, and sensitive, and there is also a mentality of avoidance, fear of responsibility, shirking responsibility, and fear of making mistakes...
2.6. About lessons learned
(1) In leadership, direction and operation, we must always adhere to the Party's guidelines and policies and the State's laws; there must be close and smooth coordination, high determination and great efforts of the entire political system, and the solidarity and unanimity of the entire Party, people and army in accordance with the spirit of "Proactively supporting" , "One call, all respond" , "Unanimity from top to bottom" , "Consistency across the board" .
Promote initiative, creativity, dare to think, dare to do, dare to take responsibility for the common good; Put the interests of the nation and people first and foremost. Be steadfast, consistent, calm, and maintain principles in the face of new difficulties and challenges.
( 2 ) Closely follow reality, respect reality, use reality as a yardstick. Must be comprehensive, comprehensive, grasp the situation, promptly detect shortcomings, newly arising issues, have timely, flexible, appropriate, effective policy responses. Organize implementation resolutely, with focus, key points, unity, consistency, and effectiveness.
For big, difficult, complicated, important, urgent, sensitive, unprecedented issues with many different opinions, it is necessary to discuss them democratically and frankly; consider carefully and thoroughly to make timely, correct, accurate and suitable decisions for the situation.
Resolve work within authority; promptly and fully report to competent authorities any issues beyond authority; do not shirk, avoid, or fear responsibility.
(3) Promote the spirit of self-reliance and self-improvement; the more difficult and challenging it is, the more efforts must be made to rise up. Mobilize and effectively use all resources; harmoniously, closely and effectively combine internal and external resources, central and local resources, and national strength with the strength of the times. Build an independent and self-reliant economy associated with deep, substantive and effective international integration.
( 4 ) Discipline and order must be strictly maintained. Decentralization and delegation of power must be promoted along with resource allocation, responsibility of leaders must be promoted, enforcement capacity must be enhanced, and inspection, supervision and control of power must be strengthened. Central leadership and direction must be promoted, and local, people and businesses must be proactive and flexible.
(5) Taking people and businesses as the center, the subject, the driving force and the goal of development. Strengthening communication, creating social consensus. Promoting cultural values, Vietnamese people and the strength of national solidarity, strongly arousing patriotism, the desire for development, rising from internal strength is fundamental, decisive, external strength is important, breakthrough.
II. MAIN TASKS AND SOLUTIONS IN THE COMING TIME
The world situation in the coming time is forecasted to continue to be complicated and unpredictable, with heavy impacts and influences on many areas, as mentioned above. Domestically, we have opportunities and advantages thanks to a stable political, social and macroeconomic foundation; a number of policies and solutions to remove difficulties and obstacles for production and business have been implemented; many large projects and works have been put into operation and use, contributing to increasing production capacity and promoting growth.
However, difficulties and challenges remain enormous, the economy continues to suffer from the " double impact" of negative external factors and internal limitations and shortcomings that have lasted for many years. We must both perform well the increasingly numerous regular tasks, with increasingly high requirements and demands; and focus on handling long-standing backlog issues and promptly respond to urgent and newly arising issues.
That context requires all levels, sectors and localities to make efforts to overcome difficulties, overcome limitations and shortcomings, strongly promote growth drivers, mobilize and effectively use all resources, continue to focus on resolutely, synchronously and effectively implementing tasks and solutions set out in all fields according to the Resolutions and Conclusions of the Party Central Committee, the Politburo, the guiding ideology in the Closing Speech of the Mid-term Central Conference of General Secretary Nguyen Phu Trong and the Resolutions of the National Assembly, the Government, and the direction of the Prime Minister; focusing on the following key contents:
1. Continue to consistently implement the goal of maintaining macroeconomic stability, controlling inflation, promoting growth, and ensuring major balances of the economy.
Grasp the situation, strengthen analysis and forecasting, promptly issue appropriate and effective policies, avoid being passive, surprised about strategy, or suddenly changing state.
Continue to resolutely and effectively implement the Socio-Economic Recovery and Development Program. Focus on growth drivers (consumption, investment, export) ; make good use of opportunities and create new development space.
Implement a monetary policy that is firm, proactive, flexible, timely, and effective, in synchronous coordination with a reasonable, focused, and key expansionary fiscal policy.
Manage exchange rates and interest rates flexibly and appropriately; focus on directing the banking system to reduce costs, strive to continue reducing lending interest rates; ensure liquidity of the credit institution system; strictly control credit quality, limit bad debt; promote non-cash payments; effectively implement the social housing credit package of 120 trillion VND.
Strengthening the management of state budget revenue, ensuring correct, sufficient and timely collection; thoroughly saving expenditures, especially regular expenditures.
Research and propose to the National Assembly on options for global minimum tax and exemption, reduction, and extension of taxes, fees, and charges in an appropriate and effective manner.
Focus on developing and promoting the role of the domestic market; effectively implementing solutions to stimulate domestic consumption; promoting the campaign "Vietnamese people prioritize using Vietnamese goods" .

Speed up site clearance and construction, remove difficulties and obstacles related to land, resources, dumping sites, etc. Make advances, accept, pay, and recover advanced investment capital in accordance with regulations and as soon as there is volume.
Proactively review and transfer capital according to authority between slow-disbursement projects to projects with better disbursement capacity and lacking capital.
Continue to research and propose to the National Assembly to separate compensation, support, resettlement, and site clearance from investment projects to speed up project implementation.
Speed up the progress of key, important national transport infrastructure projects, inter-regional projects and large urban infrastructure projects, and prevent and combat climate change.

4. Promote the restructuring of the economy associated with the renovation of growth model, improve productivity, quality, efficiency and competitiveness.
Strengthen research, development, and application of science and technology, strongly promote the startup ecosystem, innovation, digital transformation, development of digital economy, green economy, and circular economy.
Focus on doing well and accelerate the work of making, appraising and approving plans [56] ; Effectively deploy the VIII electricity planning.
Continue to arrange, restructure, improve efficiency, promote the role of state-owned enterprises participating in key and important national projects. Promote the connection between domestic enterprises and FDI enterprises, participate more deeply in regional and global supply chains.
Strongly promote restructuring between sectors and within sectors. Encourage and support investment in developing ecological, green, and circular agriculture; gradually shift from agricultural production thinking to agricultural economic thinking; have timely solutions to minimize the impact of drought, saltwater intrusion, and climate change (especially the impact of El Nino) .
Focus on reviewing and removing difficulties to soon put into operation key projects and industrial projects, contributing to increasing production capacity and promoting growth. Proactively developing services with potential, advantages, high -tech applications and high added value.

Develop a plan to adjust the appropriate regional minimum wage.
Effectively implement job creation policies; closely monitor the situation of workers who have lost their jobs and reduce working hours to have appropriate support plans. Promote the effective implementation of 03 national target programs.
Implement well policies on ethnicity, religion, belief, the elderly, gender equality, for the advancement of women, and prevention and fight against social evils.
There are effective solutions to prevent and combat school violence, child abuse and injuries, especially drowning prevention.
Resolutely implement strategies, plans, and action programs to respond to climate change, reduce emissions, and convert energy, aiming to fulfill Vietnam's commitments at COP26.
8. Consolidate and strengthen the potential and accelerate the progress of defense and security modernization, improve combat capacity; Maintain independence, sovereignty and territorial integrity.

[20] Of which: (i) Regarding the State budget: Revenue meets expenditure, the State budget revenue in the first 4 months of 2023 is estimated at 632.5 trillion VND, equal to 39% of the estimate, while the policy of extending the deadline for tax and land rent payment has been implemented since mid-April; (ii) Regarding import and export: Export meets import, the first 4 months of the year had a trade surplus of 7.56 billion USD; (iii) Regarding food security: Enough to eat, nearly 3 million tons of rice exported, worth 1.56 billion USD, up 43.6% in volume and 54.5% in value over the same period; (iv) Energy security is ensured; (v) Basically ensuring the balance between labor supply and demand.
[21] CPI in April decreased by 0.34% compared to March, the average of 4 months increased by 3.84% (compared to January increased by 4.89% , the average of 2 months increased by 4.6% , the average of 3 months increased by 4.18% compared to the same period).

[41] The Prime Minister issued Official Dispatch No. 280/CD-TTg dated April 19, 2023 on rectifying and enhancing responsibility in handling work of ministries, agencies and localities.
[42] The national population database has connected, shared, and cleaned data with 13 ministries, branches, 63 localities, 03 telecommunications enterprises, and EVN to ensure "correct, sufficient, clean, and alive". Resolutely handling the situation of junk SIMs: Receiving 95.6 million requests to verify subscriber information, of which 78.1 million pieces of information (81.6%) were cleaned and synchronized.
[43] In the first 4 months of 2023, the police force investigated and clarified 12,308 cases, reaching a rate of 82.79% (7.79% higher than the target set by the National Assembly) ; dismantled 82 criminal gangs. Detected and handled 1,960 cases of crimes related to economic management order; 292 cases of crimes related to corruption and positions; 9,766 cases of drug crimes; 210 cases of crimes related to the environment and food safety.
[44] In the first 4 months of the year, the number of traffic accidents decreased by 17% ; the number of deaths decreased by 16.7% ; the number of injuries decreased by 5.7% compared to the same period.
[45] 17 foreign leadership activities have been implemented including 07 delegations, 05 delegations, 04 online talks, phones and 01 online multilateral conference.
[46] In the first quarter of 2023, GRDP of Bac Ninh, Quang Nam, Ba Ria - Vung Tau, Vinh Phuc, Quang Ngai provinces decreased by 11.85%, 10.88%, 4.75%, 2.47%, 1.07% respectively over the same period.
[47] In the first quarter of 2023, import and export turnover of goods decreased by 10% , of which the domestic economic sector decreased by 8.4% and the foreign-invested sector (including crude oil) decreased by 10.5% ; import turnover of goods decreased by 15.5% , of which the domestic economic sector decreased by 14.7% and the foreign-invested sector decreased by 16% .
[48] Accumulated state budget revenue in the first 4 months reached 632.5 trillion VND, equal to 39% of the estimate, equal to 93.1% over the same period in 2022. Of which, domestic revenue in January reached 16.1% ; February reached 7.1% ; March reached 8.6% ; April reached 7.6% of the estimate.
[49] In the first 4 months of the year, the number of newly established and resuming enterprises was 78.9 thousand, down 2.0% ; the number of enterprises temporarily suspending operations and dissolving was 77.0 thousand, up 25.1% over the same period.
[50] According to a report by the Ministry of Labor, War Invalids and Social Affairs, there are currently about 38.1 million workers who have not received primary or higher training.
[51] The youth unemployment rate in the first quarter of 2023 is 7.61% .
