In his opening remarks, Deputy Head of the Central Propaganda and Education Commission Phan Xuan Thuy stated: On May 4, 2025, the Politburo issued Resolution No. 68-NQ/TW on private economic development. This is considered a strategic turning point, when for the first time the private economic sector is placed at the center of a thematic resolution with clear orientation, specific goals and strong political commitment.
“The private economy is still facing many barriers that hinder its development, has not yet made a breakthrough in scale and competitiveness, and has not yet met the requirements and expectations of being the core force of the country’s economy. The press needs to promptly praise and replicate good models, creative and effective ways of doing things; resolutely criticize signs of stagnation, evasion of responsibility, lack of innovation, causing harassment and trouble for people and businesses...”, comrade Phan Xuan Thuy emphasized.

According to comrade Phan Xuan Thuy, the implementation of Resolution 68 will certainly give rise to new problems and difficulties in mechanisms, policies, or in the implementation organization in each agency, unit, and locality. The press needs to boldly reflect on shortcomings, propose initiatives and solutions to contribute to perfecting policies, improving the business environment, and clearly performing the functions and tasks of the Vietnamese revolutionary press, which is to act as a "bridge" between policies and life, between the State and people - businesses, between the Party's will and the people's hearts.
Speaking at the seminar, delegates focused on discussing 5 key contents including: The press needs to create widespread interest in society for Resolution 68, thereby raising awareness of the role of the private economy. How should the press innovate its form and content so that economic policies and guidelines are both politically oriented and attractive and accessible? How to promote the role of social criticism of the press in discovering and recommending the removal of policy bottlenecks. An effective coordination model between the press and ministries, branches and localities in disseminating and monitoring the implementation of the resolution. Grasping the information, propaganda and promotion needs of businesses so that the press is ready to support...
Dr. Duong Huy Duc, Deputy Head of the Southern Standing Office of the Communist Magazine, commented: Resolution 68 laid the foundation for a comprehensive transformation in private economic development policy: From "recognition" to "protection, encouragement, promotion", from "support" to "leading development". To bring that spirit into life, the press has a special mission: Transforming ideology into belief, spreading policies into action, and shaping public opinion into social consensus.

From an in-depth research perspective, Mr. Pham Quy Trong, Deputy Director of the Local Department 3 of the Central Propaganda and Mass Mobilization Commission, pointed out a number of shortcomings in the press's propaganda of Resolution 68, notably: The propaganda is not systematic and has a long-term strategy. The content of propaganda about Resolution 68 is sometimes still dry, bureaucratic, and lacks creativity in the way it is presented; it is not attractive enough to reach young readers and start-up entrepreneurs. The connection between the press and digital platforms and modern communication technology is still limited....
From the business side, Saigon Co.op General Director Nguyen Anh Duc proposed: “The press needs to analyze and convey new awareness and the role of Resolution 68, affirming the orientation that “The private economy plays the most important role”, thereby encouraging the determination of individuals and businesses to do business. Propagating Resolution 68 in the combination of the “four pillars” of international economic integration, institutional reform, science and technology development... so that the private economy can determine a suitable development strategy..."
