The Government has just issued Resolution No. 106 to implement the National Assembly 's resolution on the investment policy for the North-South high-speed railway project.

The project approved by the National Assembly for investment has a total length of 1,541km with a design speed of 350km/h, including 23 passenger stations and 5 freight stations. The North-South high-speed railway is designed to transport passengers, meet dual-use requirements for national defense and security, and can transport goods when necessary.
This is considered an important national project, large-scale, requiring high and modern technology and techniques, with very urgent implementation progress, the first time it has been implemented in Vietnam, according to the Government .
The Government requests relevant units to develop and promulgate legal documents detailing the content, order, procedures, and authority to implement specific and special mechanisms and policies of the Project that the National Assembly allows to be applied when implementing the North-South high-speed railway.
Among them, there is a decree on criteria for selecting State-owned organizations and enterprises assigned with tasks or Vietnamese organizations and enterprises ordered to provide railway industrial goods and services; a decree guiding the implementation of railway science and technology development work and detailed regulations on research, application, and technology transfer for railway projects.
In addition, the Government requires the development and promulgation of a Prime Minister's decision regulating the list of railway industrial services and goods assigned to state-owned organizations and enterprises or ordered by Vietnamese organizations and enterprises.
The Government also noted the development of a human resource training project for the railway sector, which identifies the training needs of entities involved in construction, management, operation, exploitation, and maintenance.
Regarding the implementation of the Project, the Resolution clearly states that the Ministry of Construction is the managing agency, coordinating with relevant ministries, branches and localities, organizing the preparation and submission to the Prime Minister for approval of the Project and organizing the implementation to meet the required progress.
Regarding the implementation progress, the Government clearly stated the tasks and work associated with each specific time frame.
Accordingly, the organization of selecting consulting contractors to conduct the survey, prepare the Feasibility Study Report and perform related work, and submit the Feasibility Study Report to the Prime Minister must be completed by August 2026.
The State Appraisal Council appraises and submits to the Prime Minister for approval of the Project Feasibility Study Report in September 2026.
Localities and Vietnam Electricity Group shall carry out compensation, support, resettlement, and relocation of power lines affected by the Project, basically completing before December 2026 to hand over the site to the construction contractor.
The Government requires the organization to select contractors for the project implementation phase, sign contracts and ensure conditions to start construction before December 31, 2026; implement construction, purchase and install equipment, basically complete the project and put it into operation from 2035.
In addition, the Government stated the task of organizing the auction of land funds in the vicinity of railway stations for urban development according to the provisions of law to create a budget source for local and central reinvestment.
