By the end of May 2025, the total policy credit capital nationwide was over VND 410,850 billion, an increase of 9.2% compared to the end of 2024. The work of urging the collection of due debts and overdue debts was carried out synchronously and effectively. By May 31, 2025, the total overdue debt and debt foreclosed in the whole system was over VND 2,000 billion, accounting for 0.54% of the total outstanding debt.
Entrustment activities through political and social organizations are increasingly improving in quality, meeting the requirements and tasks set forth. By the end of May 2025, the total outstanding policy credit balance jointly managed by political and social organizations was VND 386,158 billion.
The coordination of capital entrustment from local budgets has achieved many results. Up to now, the capital entrusted from local budgets in the whole system is 61,427 billion VND, accounting for 14.7% of the total capital of the system. Nationwide, 54/63 branches have exceeded the 2025 plan.

The representative committees at all levels have advised the Party Committees and authorities at the same level, directed the People's Credit Funds at all levels, relevant departments and branches to integrate the implementation of credit policies with national target programs and socio-economic development.
The implementation of inspection and supervision of credit policy implementation at the grassroots level has also been effectively implemented by all levels, ensuring publicity, democracy and compliance with regulations. Many problems and difficulties in the implementation process have been promptly resolved by all levels and sectors.
However, at present, some policy credit program funds allocated by the Central Government have expired, but have not been reviewed and decided by competent authorities. Some provinces and cities are still limited in allocating budget resources to lend to the poor and other policy beneficiaries.

At the conference, Governor of the State Bank of Vietnam, Chairwoman of the Board of Directors of the Vietnam Bank for Social Policies (VBSP) Nguyen Thi Hong emphasized that in order to achieve the planned growth of 8%, and even possibly increase it, the Executive Board will continue to organize and implement key tasks and solutions in credit growth, capital mobilization, strengthening inspection and control of policy credit activities, etc.
The Central Bank for Social Policies Representative Board continues to advise the Government and coordinate with ministries, branches and localities to effectively implement Directive 39-CT/TW on improving the effectiveness of policy credit in the new period. The review of revised regulations when there is a change in the administrative apparatus of the unit needs to be more timely and proactive.

In particular, the system of the Board of Directors of the Social Policy Bank at all levels will have changes in organization, model, and personnel in the coming time. In order for the entire system to operate stably, the Central Board of Directors to all levels will continue to be improved to meet the new requirements and tasks.
“Everyone will proactively coordinate closely from the central to local levels. By all means, ensure the flow of capital to the people during the process of arranging and organizing the apparatus,” Governor of the State Bank of Vietnam Nguyen Thi Hong directed.
The Governor of the State Bank of Vietnam emphasized that the Chairman of the People's Committee at the commune level continues to strengthen inspection and supervision, promoting the role of the leader in implementing policy credit at the grassroots level.
In the first 5 months of 2025, policy credit capital created jobs for 404,000 workers; helped 13,400 students in difficult circumstances to borrow money to study. Nationwide, 751,000 clean water and rural environmental sanitation works were repaired and newly built. 1,900 houses for poor households were built; 4,100 social houses for low-income people were supported with loans, contributing to economic stability and development.
