As a tailor, Ms. Nguyen Thi Mai, in Nghia Phong village, Cam Nghia commune, rented a space opposite the commune center - where Cam Nghia market was built to open a tailor shop combined with her husband's motorbike repair business. When the market project was gradually completed, she and her husband decided to submit an application to the Cam Nghia commune People's Committee to register for an auction of a stall lot at the market to work stably and long-term.

“Around the end of 2022, I submitted an application to the commune to register a kiosk outside the market to open a motorbike repair and garment shop. However, after nearly 2 years of submitting the application, the market has been completed but not yet in operation, and the locality has not yet announced the subdivision. Since the lease term of the shop premises is about to expire, we really hope that Cam Nghia market will soon be in operation so that we can have a location to open a new shop,” Ms. Mai shared.

At the same time as submitting her application to register for a lottery booth at Cam Nghia market, Ms. Hoang Thi Minh, residing in Nghia Phong village, Cam Nghia commune, was also looking forward to the day the market would open, and she herself had a kiosk to stabilize her wholesale business.

“I am currently borrowing a small corner of an acquaintance’s yard on Highway 585 in the central area of ​​Cam Nghia commune to sell breakfast food to students. When I heard about the opening of Cam Nghia market, I was very happy because it would be a more convenient location for business. However, the market has been built for nearly 2 years but has not been put into use yet. I have not received any response to the kiosk auction application I sent to the commune People’s Committee, so I am very impatient,” Ms. Minh confided.

Cam Nghia market project is built on an area of ​​0.5 hectares located in the center of the commune's commercial and service planning area. With a total construction cost of phase 1 of more than 4.2 billion VND, the market has completed the items of the market hall, road to the market, concrete yard, drainage system; auxiliary works including garbage and wastewater treatment and collection, electricity...

The market has been completed, and there is a high demand from people to register stalls for business and trading at the market, but the project has not yet come into operation. Talking to reporters, Chairman of Cam Nghia Commune People's Committee Le Huu Phuong said that the Cam Nghia market project had its technical economic report approved and construction started in 2021. However, during the construction process, due to many objective reasons, the market's investment capital had to be divided into 3 phases. Therefore, the investor was forced to extend the completion deadline.

Up to now, the market's items have basically been completed and accepted and handed over to the locality to develop a plan for putting into use. At the end of 2024, the People's Committee of the commune submitted a plan to organize an auction of business locations and arrange the product lines at the market for approval by the competent authority. Accordingly, the commune arranged 66 stalls, each expected to have an area of ​​4 m2 inside the market hall and 27 kiosks with an area of ​​24 - 28 m2 outside the market hall. Regarding the auction price, the locality built according to current regulations with a level from 800,000 VND to over 1.1 million VND/month, depending on different rental areas. The lease term of stalls at the market is within 10 years.

However, this plan has not been approved yet because it is not suitable for the one-day rural market model and the economic and living conditions of the people. The commune People's Committee is adjusting the plan. Specifically, it will reduce the rental price of stalls inside the market hall by 50% and kiosks outside the hall by 30%, and increase the rental period to 20 years.

“In order to put the market into operation soon to meet the needs and aspirations of the people, the locality is actively adjusting the auction plan for stalls at the market according to the opinions of relevant departments and agencies. However, at this time, we are also rushing to prepare for the merger of communes, so the time to complete the documents, auction procedures and put Cam Nghia market into operation may be affected,” Mr. Phuong informed.

According to Vice Chairman of Cam Lo District People's Committee Tran Hoai Linh, the process of investing in and building Cam Nghia market actually had some problems, however, the locality has resolved them completely and this project has been handed over to the local government. In order to put the project into operation soon, the district has also repeatedly requested Cam Nghia Commune People's Committee to urgently coordinate with specialized departments and offices to adjust the plan for auctioning stalls and organizing market management in accordance with regulations. While waiting for the implementation of procedures, the commune is responsible for managing and protecting the assets of the items at the market from being damaged.

While the local government of Cam Nghia commune is struggling with its “promise” to soon put the project invested with more than 4.2 billion VND into use for various reasons, the completed items at the market are still being wasted “waiting”. If over time, the project is not used or periodically maintained, it will be at risk of deterioration and damage, affecting the appearance of the new rural area of ​​the locality.

Therefore, to promote the effectiveness of the project and avoid wasting State investment capital, local authorities need to be more determined in completing procedures and putting Cam Nghia market into use soon.
