Provincial authorities later downgraded their storm response level while Shenzhen city authorities allowed the resumption of traffic, businesses, construction sites and schools.
Previously, the Hong Kong Special Administrative Region and many cities in Guangdong suspended activities before the storm arrived.
Despite the weakening, authorities warned of the risk of secondary disasters caused by continued heavy rain, including flooding and falling objects. Utility crews are also checking power systems across the entire grid.
In Hong Kong, there have been no reports of deaths from the storm and the extent of damage is considered to be less than that caused by Typhoon Mangkhut in 2018. However, the South China Morning Post reported that at least 75 people needed hospital treatment as of 9 a.m. and about 511 people had taken shelter in 40 evacuation centers across the city.
More than 300 people were stranded at the airport after about 460 flights were canceled, authorities said. In Shenzhen, one person was killed when a tree fell on a car.
Following Typhoon Saola, Typhoon Haikui is approaching the southeastern coast of China and is forecast to make landfall on Taiwan island on the evening of September 3 before heading west towards the mainland province of Fujian. Taiwan's two main airlines have canceled all flights on September 3 while the government warned people to stay away from the coast and mountains.
