The issue of protecting consumer rights has been mentioned quite a lot and is considered one of the important and burning issues on the path of international economic integration and sustainable development of the country. However, due to many objective and subjective reasons, consumer rights and laws protecting consumer rights have not received due attention.

Important legal corridor to protect consumers

Entering the period of innovation, our country has strongly shifted from a centrally planned economy to a market mechanism, oriented towards socialism. From here, the buying and selling relationship, transaction between one side is the producer - trader of goods and services and the other side is the person who spends money to buy goods and services to serve the daily life and consumption of individuals, families and organizations (consumers) has been established with the increasingly enhanced role of consumers. The work of protecting consumers' rights in this period can be said to have had very positive changes, especially after the Ordinance on Protection of Consumer Rights took effect. The Ordinance on Protection of Consumer Rights marked a step forward in the work of building a legal system to protect consumers. After the Ordinance on Protection of Consumer Rights was passed, there were a series of other legal documents related to the protection of consumers' rights. This is an important legal corridor for authorities to carry out state management of consumer protection, and also demonstrates the State's increasingly deep concern for this issue.

The Law on Consumer Rights Protection 2023 was passed by the National Assembly on June 20, 2023. Accordingly, on August 31, 2023, the Prime Minister signed a Decision to promulgate the Plan for implementing the Law on Consumer Rights Protection. The Prime Minister requested that the implementation of the Law on Consumer Rights Protection must ensure the unified direction of the Government and the Prime Minister, and close, regular and effective coordination between ministries, ministerial-level agencies, government agencies and relevant agencies and organizations in implementing the Law on Consumer Rights Protection. The content of work must be associated with the responsibility and promote the proactive and active role of state management agencies at the central and local levels, ensuring the quality and progress of work completion. There is a specific implementation roadmap so that when the Law on Consumer Protection comes into effect from July 1, 2024, activities will be deployed synchronously and uniformly nationwide. Regularly and promptly inspect, urge, guide and resolve problems and difficulties arising during the implementation process to ensure the progress and effectiveness of the implementation of the Law on Consumer Protection.

Develop a specific plan to implement the task

In recent years, the socio-economic situation in the province has been growing steadily, people's living standards have been improving day by day. Along with that, services and goods on the market have appeared more and more, diversified and rich in quality, design, origin and brand to meet the increasing needs of consumers compared to before. In addition, there have been disputes over interests between sellers and buyers, the settlement of complaints between businesses and consumers has not received due attention, most consumers still have the mentality of ignoring problems such as buying poor quality goods, goods not as advertised and are still afraid to complain when their rights are violated, not openly fighting against the wrongdoings of violating business establishments and organizations. In order to concretize the Law on Consumer Rights Protection, on April 2, 2019, the Provincial Party Committee Standing Committee issued a Plan on strengthening the Party's leadership and the State's responsibility for consumer rights protection, and at the same time, leaders at all levels and sectors in the province developed a plan to propagate, disseminate and implement in conjunction with the campaign "Vietnamese people use Vietnamese goods" and "Vietnamese Consumer Rights Day". Thanks to that, consumer rights protection has had positive changes.

In addition, the Provincial People's Committee regularly directs the review, promulgation of policies and consolidation and improvement of specialized apparatus, with assignment and decentralization in performing the task of protecting consumer rights, improving the effectiveness and efficiency of state management of consumer rights protection. Issue decisions to promulgate administrative procedures on registration of model contracts and general transaction conditions to facilitate businesses to comply with legal regulations. Deploy a product traceability system in the province, contributing to protecting consumer rights.

Most recently, the Provincial People's Committee continues to plan to implement the Law on Consumer Protection in Binh Thuan province to propagate and disseminate the Law on Consumer Protection to the people, cadres, civil servants, public employees and workers. Provide training and professional development for cadres, civil servants, public employees and workers working in consumer protection, while raising awareness and sense of responsibility of people in complying with the Law on Consumer Protection. Specifically define the work contents, deadlines, progress of completion and responsibilities of relevant agencies and organizations in organizing the implementation of the Law on Consumer Protection, ensuring timeliness, synchronization, unity and effectiveness.
