Traffic jams outside, bumpy inside
At 6:30 a.m. every day, arriving at the overpass near the gate of Phuc Dien Industrial Park (Cam Giang), we can see that the traffic situation here is very complicated. Workers flock to Phuc Dien Industrial Park like a festival. Moving on the bridge and the road leading to the industrial park is very difficult at this time. Ms. Nguyen Thi Phuong, a worker in Phuc Dien Industrial Park, said that if you want to have a smooth ride, you have to leave very early, or after rush hour. If you leave late, you will be fined by the company, and if you leave too early, you will not have time to prepare your children for school, so every rush hour, everyone rushes out onto the street to go to work, sometimes causing congestion on the bridge, even causing collisions.
At Dai An Industrial Park ( Hai Duong City), the entry and exit points of the overpass are not specifically divided into lanes, causing danger to vehicles moving on the service road. Ms. Hoang Thi Huong, a worker in Dai An Industrial Park, said that the roads in the area are always full of trucks, large-tonnage container trucks transporting goods, and worker shuttle buses, making it difficult for workers to ride motorbikes, posing a potential risk to traffic safety, and many traffic accidents have occurred. The speed bumps are built too high, making it inconvenient for workers to move around. Industrial parks often have many intersections without traffic lights. These sections are short, and workers ride motorbikes at high speeds, so accidents often occur.
According to some industrial park infrastructure investors, collisions at intersections in industrial parks often occur with workers from the highlands coming down to work because they are not familiar with the roads or driving motorbikes with alcohol in their bodies, driving fast, and lacking observation... On the access road to Phuc Dien and Tan Truong industrial parks, there are also some shops, when people stop to drink water or buy things, it also causes great obstacles to entering and exiting the industrial park. The points with overpasses are prohibited for cars, but at peak times, these types of vehicles still pass through.
Hai Duong province currently has 12 industrial parks that have invested in infrastructure construction and business exploitation. There are currently more than 108,000 workers and laborers working in industrial parks. Therefore, traffic density at the connection points from industrial parks to national and provincial roads is always crowded during rush hour, causing pressure on traffic infrastructure, posing potential risks of traffic accidents.
Experience into solution
Previously, workers often went against traffic on Highway 5 to Lai Vu Industrial Park (Kim Thanh) to work, leading to many traffic accidents, even some resulting in death. Since Lai Vu Industrial Park One Member Co., Ltd. invested, built and put Lai Vu underpass into operation (in 2021), the situation of going against traffic on Highway 5 to Lai Vu Industrial Park has been overcome.
To ensure traffic safety and order in industrial zones, many industrial zone infrastructure investors and secondary enterprises have coordinated with the provincial and district police to disseminate road traffic laws to workers. In addition to direct dissemination, enterprises also broadcast in factories, hang banners and slogans to encourage workers to participate in traffic safety.
The representative of the Phuc Dien Industrial Park infrastructure investor said that the speed bumps in the industrial park were initially made high and steep, making it difficult for workers to move around. After listening to the opinions of the workers, the investor lowered the speed bumps and made them wider. The speed bumps are placed near intersections to help workers slow down when approaching, limiting traffic collisions. The investor has asked Cam Giang district to arrange for functional forces to clear away stalls and temporary tents on the side of the road to make it more airy.
At the overpasses on Highway 5 into industrial parks, industrial park infrastructure investors and workers all hope that the police of districts and cities will arrange traffic police to guide and direct traffic to avoid jostling and pushing on the bridge. The police of communes and wards with industrial parks will continue to coordinate with the Provincial Industrial Park Management Board to proactively work with businesses, requesting them to sign a commitment to ensure traffic safety and order, and include traffic safety in the regulations and consider emulation rewards for cadres and workers.
It is expected that by 2030, when all 32 industrial parks in the province have built infrastructure and come into operation, they will attract more than 300,000 workers. Therefore, the planning and investment in the connecting traffic system must be synchronous, one step ahead, overcoming shortcomings to ensure safety for workers.
