The Ho Chi Minh City Departmentof Education and Training has just officially announced the enrollment quota for grade 10 of 64 non-public schools in the city. Along with the quota, the department also announced the facilities that are allowed to organize grade 10 enrollment. Despite abundant enrollment sources, private schools still have difficulty recruiting students because this year, the quota at public schools has increased sharply.
Clear advantages
Data from the Ho Chi Minh City Department of Education and Training on the 10th grade entrance exam for the 2025-2026 school year shows that the total number of 9th grade students taking the 10th grade exam this year is 88,966 candidates. Meanwhile, the total enrollment target of 115 public schools in the city is 70,070 students, reaching 79% of the expected number of students graduating from grade 9. Of which, the number of schools under the Department of Education and Training has 110 units with 68,830 students, and 5 units under universities with 1,240 students.

The above data shows a significant decrease in the number of 9th grade students compared to last year. Specifically, a decrease of 27,330 students (about 23.5% compared to last year), the reason may be due to the low birth rate of students born in 2010, the year of the Tiger. According to the Department of Education and Training, the competitive pressure of the upcoming 10th grade entrance exam to public schools has decreased significantly, which may lead to a decrease in the admission scores to public schools.
According to the principal of a public high school, the enrollment quota for grade 10 in public schools has increased, the number of candidates taking the exam has decreased, and depending on the actual situation, the City Department of Education and Training has an additional enrollment period for grade 10 in order to ensure maximum benefits for students studying in public schools. On the other hand, the policy of free tuition from kindergarten to public high school makes public schools even more advantageous. "Meanwhile, the public school system is evenly distributed throughout the city's districts, creating favorable conditions for students. This requires non-public schools to improve the quality of education and create a difference if they want to effectively enroll grade 10 students," he said.
Private schools develop competitive strategies
In the 2025-2026 school year, 64 non-public schools in Ho Chi Minh City and vocational education and training centers, colleges, and intermediate schools are recruiting more than 50,000 students for grade 10. Although the source of students is abundant, up to now, schools are still worried about the difficult recruitment problem.
As one of the few schools with a 10th grade enrollment target of over 1,000 candidates, Mr. Huynh Kim Tuan, Principal of Tran Cao Van School System (Go Vap District), said that in the 2025-2026 school year, the school will enroll more than 1,600 10th graders, although this target is still lower than previous years. Under the pressure of competition between public and private schools, and between private schools, according to Mr. Tuan, the school's policy is to gain the trust of parents to affirm its brand and training quality. Mr. Tuan added that in addition to facilities such as swimming pools, soccer fields, classrooms with air conditioning, projectors, cameras, etc., the school has 5 campuses throughout the city, creating conditions for students anywhere to study.
According to the principal of Tran Cao Van School, the important thing that the school focuses on is the school's discipline. Currently, parents are worried that their children are easily drawn into harmful behaviors such as electronic cigarettes, addictive substances, game addiction, electronic devices, etc. The school manages these factors very strictly. "The input of enrollment is almost equal, but the output is very high quality as shown through the graduation exam and university entrance exam, so parents have trusted it for many years. In addition, the school has a fairly low tuition fee compared to the general level and this school year the school has not increased the regular tuition fee" - Mr. Tuan said.
Mr. Do Minh Hoang, Director of Chu Van An Continuing Education Center (District 5), said that in addition to studying culture as required by the Continuing Education High School, students also study the profession they love. "Because of the student-centered admission method, in recent years, the center has always recruited enough 10th graders from the first days of announcement," Mr. Hoang informed.
According to the Director of Chu Van An Continuing Education Center, after finishing grade 12 at the center, students will be awarded a high school diploma and a vocational secondary school diploma. "It is expected that in the 2025-2026 school year, the center will enroll 500 grade 10 students. The center also plans to open two new training majors: Korean and traditional medicine, bringing the total number of training majors at the school to 12. At the same time, the school will develop a reasonable tuition fee schedule and apply many attractive incentive policies to create conditions for many students to study," Mr. Hoang added.
Tight control over admissions at private schools
According to the Department of Education and Training, private schools are only allowed to be organized and operate at facilities and locations that are approved by the Department to operate educational activities, ensuring adequate facilities and implementing educational programs according to regulations. By August 1, 2025, if there are more schools that meet the conditions and the Department of Education and Training grants educational activities licenses, they will be considered and assigned enrollment quotas for grade 10 in the 2025-2026 school year. From the 2025-2026 school year, enrollment registration for non-public schools will also be implemented on the Department's exam management system, with the Department of Examinations and Education Quality Assessment responsible for guiding and providing accounts within the prescribed time. This is to closely monitor the enrollment process at schools, avoiding the situation of exceeding enrollment quotas or enrolling incorrectly.
