On June 4, in Ho Chi Minh City, Deputy Minister of Finance Bui Van Khang led a working delegation including representatives of central ministries and branches to work directly with the authorities of Ho Chi Minh City, Ba Ria - Vung Tau province and Binh Duong province.
Deputy Minister Bui Van Khang said that implementing the conclusions of the Standing Committee of the Central Steering Committee on Anti-Corruption and Wastefulness and the Prime Minister 's Official Dispatch 80/CD-TTg, the Ministry of Finance issued Decision 1805/QD-BTC dated May 20, 2025, establishing a Working Group to coordinate, review, and handle public works and real estate. The goal is to ensure effective use and exploitation, avoiding waste when arranging and streamlining the apparatus and administrative units.
The Ministry of Finance also reviewed projects, works, and headquarters under construction or approved for investment policies, which are affected by the streamlining of the apparatus and administrative units between the central and local levels.
To create a legal basis for asset handling, the Ministry of Finance has developed and submitted to the Government for promulgation Decree 114/2024/ND-CP dated September 15, 2024 and Decree 50/2025/ND-CP dated February 28, 2025, amending and supplementing regulations on asset handling in cases of merger, consolidation, separation, dissolution or termination of operations.
Since the end of February 2025, the Ministry of Finance has issued many official dispatches providing detailed instructions on handling assets, programs, tasks, projects and public investment plans in the process of restructuring the apparatus and administrative units.
Most recently, the Prime Minister's Official Dispatch 80/CD-TTg dated June 2, 2025 requested the establishment of working groups to urge and provide direct guidance in localities with large volumes of public assets, complex nature and slow processing progress.
At the working session, the delegation received reports from the authorities of Ho Chi Minh City, Ba Ria - Vung Tau province, and Binh Duong province on the number of surplus headquarters, the need to arrange new headquarters, and the number of public asset projects being implemented that are affected by the arrangement and streamlining of the apparatus and administrative units in the localities.
The working group directly guided the handling of difficulties and problems of ministries, branches and localities in handling public assets, projects, works and headquarters under construction or approved for investment policies, and collected opinions on a number of draft legal documents related to standards and norms for the use of public assets, 2 draft decrees on decentralization and assignment of authority in the field of management and use of public assets, land finance, and documents related to investment projects. In particular, localities considered whether the decentralization and assignment of authority were reasonable.
According to Deputy Minister Bui Van Khang, the arrangement and handling of public assets is very large and complicated. Local authorities and leaders of ministries and branches need to direct relevant agencies to review and fully summarize the headquarters and public assets under management, the headquarters investment projects that are being implemented or have been included in the medium-term public investment plan, approved for investment policy but not yet implemented. On that basis, develop a plan to arrange and handle assets, propose implementation for projects and works affected by administrative unit arrangement. In particular, it is important to thoroughly understand the development of a plan to arrange and handle assets associated with the development of a project to arrange administrative units, in the spirit of "running and queuing at the same time".
"For surplus housing and land facilities, local authorities, ministries and branches must develop a handling plan, ensuring "6 clear" as directed by the Prime Minister: clear people, clear work, clear time, clear responsibility, clear products, clear authority; at the same time, regularly update surplus housing and land facilities to add to the plan" - Deputy Minister Bui Van Khang emphasized.
