Woman arrested for forcing debtor to film sex clip to collect debt

On the afternoon of December 2, Thanh Hoa Provincial Police announced that Lang Chanh District Police had just temporarily detained Vi Thi Quynh (born in 1981, residing in Lam Phu Commune, Lang Chanh District, Thanh Hoa Province) for the act of "loan sharking in civil transactions".

Previously, through investigation, Lang Chanh District Police discovered that Vi Thi Quynh had signs of lending money at high interest rates under the guise of a pawn shop, but was lending money at interest rates from 3,000 VND to 5,000 VND/million/day, equivalent to 180%/year.

Conducting investigation and verification to clarify the above behavior, Lang Chanh District Police quickly collected sufficient evidence to prove Vi Thi Quynh's behavior of lending at high interest rates in civil transactions, so they issued an arrest warrant to continue investigating and expanding.

At the police station, Vi Thi Quynh initially confessed that she lent money to two people in Lang Chanh district at an interest rate of 3,000 - 5,000 VND/million/day, thereby illegally earning more than 170 million VND.

During a search of Vi Thi Quynh's residence, Lang Chanh District Police seized a mobile phone containing two clips recorded on November 8, 2024, reflecting Vi Thi Quynh's use of coercion to force a couple in Lang Chanh District to take off all their clothes and record a video to pressure them to collect a debt of more than VND 1.4 billion.

Considering that this is an act with signs of "Extortion of property", Lang Chanh District Police transferred the case file to the Criminal Police Department of Thanh Hoa Provincial Police to continue investigating according to their authority.

About a week ago, the Investigation Police Agency of Bim Son Town (Thanh Hoa) also initiated a case, prosecuted the accused and applied preventive measures to prohibit Le Thi Hue (born in 1964, residing in Bac Son ward, Bim Son town, Thanh Hoa province) from leaving her place of residence for the act of "Lending high interest rates in civil transactions".

Previously, Bim Son Town Police discovered that Le Thi Hue had signs of lending at high interest rates in the form of drawing lots or drawing bowls with interest rates from 3,000 VND to 4,000 VND/million/day, equivalent to 146% per year, so they conducted an investigation and verification.

Using professional measures, after only a short period of investigation, Bim Son Town Police collected enough documents and evidence to prove Le Thi Hue's act of lending at high interest rates in civil transactions.

Knowing that she could not escape the law, on October 29, Le Thi Hue went to the Bim Son town police station to surrender and declare her crime.
