Specifically, through the work of grasping the local situation and information sources, the Special Criminal Police Team - Criminal Police Department, Hanoi City Police discovered a group of subjects with signs of "protection" of construction materials in Xuan La Ward, Tay Ho District, so they reported to the City Police Department to organize measures to combat.
By the afternoon of April 13, the Criminal Police Department had brought 3 related subjects to the headquarters to serve the investigation. Initially, the authorities determined that this group, dubbed "Wild Boars", had been operating in the construction materials business and accepting demolition orders for constructions in Xuan La ward since the beginning of 2025.
During the operation, the subjects discussed and agreed to “settle” the area, not allowing other units to take on contracts to supply construction materials, or to carry out demolition work for rented houses. If any party accepts the project, the group will issue a “wild boar” notice, which means requesting to stop construction, or will accept being made difficult in many ways.
The subjects will park their cars and people in front of trucks carrying construction waste or block the front, preventing vehicles supplying construction materials from entering the construction site.
The behavior of these subjects has caused public outrage. Currently, the Police Department is continuing to investigate, verify, and clarify the subjects involved in the incident.
