The Prime Minister urged to accelerate the allocation and disbursement of public investment capital in 2025.
Telegram sent to Ministers, Heads of ministerial-level agencies, Government agencies; Heads of other central agencies and Chairmen of People's Committees of provinces and centrally run cities.
The dispatch stated: Right from the first months of 2025, the Government and the Prime Minister have issued many documents strongly directing ministries, central agencies and localities in allocating and disbursing the 2025 public investment capital plan. By March 15, 2025, ministries, central agencies and localities had allocated 93.69% of the 2025 public investment capital plan in detail and by the end of April 2025, they had allocated 99% of the plan assigned by the Prime Minister; the remaining unallocated capital was VND 8,263,085 billion. The disbursement result by the end of April 2025 is estimated at 15.56% of the plan assigned by the Prime Minister, lower than the same period in 2024 (16.64%); Of which, 24 ministries, central agencies and 12 localities have disbursement rates lower than the national average, especially 9 ministries and central agencies have not disbursed ; 15 ministries and central agencies have disbursed less than 5% ; 12 localities have disbursed less than 10% .
In the coming time, the world situation is forecast to continue to develop in a complex and unpredictable manner, especially the impact of the US's reciprocal tariff policy . In that context, promoting the allocation and disbursement of public investment capital is both urgent and strategic and is a key task to contribute to promoting growth, stabilizing the macro economy, ensuring major balances of the economy, contributing to the successful implementation of the goals and targets of the socio-economic development plan for 2025.
In order to strive to disburse 100% of the capital plan assigned by the Prime Minister in 2025, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies, other central agencies, Chairmen of People's Committees of provinces and centrally run cities to continue to uphold their responsibilities, focus on directing, leading, and implementing the following key tasks and solutions resolutely, synchronously, promptly, and effectively:
1. Thoroughly grasp and strictly implement the Party's guidelines and policies, the State's laws and policies; identify the disbursement of public investment capital as a top important political task, which requires priority leadership, direction and implementation. Ministers, heads of ministerial-level agencies, government agencies, other central agencies, Chairmen of People's Committees of provinces and centrally run cities are responsible to the Government and the Prime Minister for directing the synchronous and effective implementation of the tasks and solutions set out in Resolution No. 01/NQ-CP dated January 8, 2025 of the Government, Resolutions of regular Government meetings; Decision No. 1508/QD-TTg dated December 4, 2024 of the Prime Minister on assigning the state budget investment capital plan for 2025; Telegrams, Directives of the Prime Minister and directives of Government leaders on promoting the allocation and disbursement of public investment capital in 2025.
2. Ministries, central and local agencies:
a) Urgently allocate the detailed state budget investment plan for 2025 in accordance with regulations, without further delay; the capital allocation must ensure focus, key points, not spread out, in accordance with implementation and disbursement capacity and in accordance with legal regulations. Urgently propose a plan to handle the remaining central budget capital for 2025 that has not been allocated in detail, send it to the Ministry of Finance before May 15, 2025 and update it on the national information system on public investment in accordance with regulations.
b) Focus on implementing flexible, creative, timely, effective and drastic solutions and measures to promote the implementation and disbursement of public investment capital, 03 National Target Programs; speed up the progress of key and important national projects, highways, inter-regional projects with spillover effects, etc. Accelerating the disbursement progress must be associated with ensuring the quality of projects and works, preventing negativity, loss, waste and violations of legal regulations.
c) Develop a detailed disbursement plan for each project and strictly adhere to the disbursement plan for each month and quarter. Focus on accelerating site clearance and construction progress, removing difficulties and obstacles related to land and resources, etc. Strengthen field inspection and supervision, urge contractors and consultants to speed up progress. Proactively review and transfer capital according to authority between projects with slow disbursement to projects with better disbursement capacity and lacking capital according to regulations. Assign specific leaders responsible for monitoring the implementation progress; closely follow up, promptly remove difficulties and take responsibility for the implementation and disbursement results of each project.
d) Implement a mechanism for assigning, decentralizing, assigning responsibilities, and coordinating clearly and specifically on authority and responsibility among agencies and units in implementing public investment projects in the spirit of "6 clear: clear people, clear work, clear responsibilities, clear authority, clear time, clear results". Continue to promote and improve the effectiveness of the Public Investment Disbursement Working Group headed by leaders of ministries, heads of central agencies, and provincial People's Committee Chairmen.
d) Strengthen discipline and order in disbursing public investment capital; have strict sanctions according to regulations for investors, project management boards, organizations and individuals who intentionally delay the progress of capital allocation, implementation and disbursement of public investment capital; resolutely handle negative behaviors, corruption and waste in public investment.
e) For ODA projects: The competent authorities and project owners must regularly update and closely follow the project implementation progress, promptly remove obstacles and difficulties in project implementation and disbursement, focus on promoting disbursement of projects that have completed investment procedures, bidding work, and contract signing; coordinate with the Ministry of Finance to promptly discuss with donors in case of arising problems.
g) Regarding local budget balance capital: People's Committees of provinces and centrally run cities direct the acceleration of local budget collection progress, especially land use revenue to ensure the progress of allocating assigned public investment capital plans.
h) For National Target Programs: Program/project/sub-project owners and People's Committees of provinces and cities shall immediately direct the review and identification of difficulties and problems for timely handling and guidance (especially for commune-level units).
i) Direct the investor, immediately after signing the contract, to coordinate with the contractor to implement the advance payment procedures according to regulations to have capital to immediately prepare the necessary conditions for project construction; speed up the acceptance process and complete the payment documents immediately after having the prescribed volume.
k) For ministries, central and local agencies that have not yet allocated the entire 2025 capital plan in detail by March 15, 2025: urgently and seriously organize reviews and handle the responsibilities of collectives and individuals causing delays in accordance with the regulations of the Party, the State and relevant directives of the Government and the Prime Minister.
3. Ministry of Finance:
a) Preside over the synthesis and proposal of plans to adjust the central budget capital plan for 2025 among ministries, central and local agencies, and report to competent authorities before May 25, 2025 in accordance with regulations.
b) Closely monitor the disbursement progress of ministries, central and local agencies, promptly report to the Prime Minister to issue flexible, drastic, effective management solutions, close to the practical situation to complete the target of disbursing public investment capital in 2025.
c) Direct the State Treasury to promptly make payments for completed volumes, promote payments via the State Treasury's online public services to save time and travel expenses for investors, and publicly and transparently process documents at the payment control agency; direct functional units to ensure payment sources for projects; promptly handle problems related to payment, settlement, negotiation, signing of agreements, and withdrawal of capital from sponsors.
4. The Ministries in charge of national target programs (Ministry of Agriculture and Environment, Ministry of Ethnic Minorities and Religions) review the difficulties, obstacles and recommendations of ministries, branches and localities in the process of allocating and disbursing capital of the 3 national target programs, closely coordinate with the Ministry of Finance and relevant agencies to promptly handle them according to their functions, tasks and authority as prescribed; promptly report to competent authorities on matters beyond their authority.
5. The Ministries of Finance, Agriculture and Environment, Construction and relevant Ministries and agencies, according to their assigned functions and tasks, shall proactively coordinate with the Ministries, central and local agencies to continue reviewing relevant legal regulations (Laws, Decrees, Circulars, etc.) that still cause difficulties, obstacles, and hindrances in the implementation and disbursement of public investment projects to proactively amend and supplement them immediately according to their authority; in cases beyond their authority, promptly report to competent authorities on plans for amendment and supplementation according to regulations in May 2025./.
