Strengthening management of foreign language centers

Bibi Foreign Language Center (Trieu Son) is one of the centers with foreign teachers.

In Ba Thuoc district, there are currently 5 licensed foreign language centers. Of which, the main ones are Korean and English language centers. Mr. Ha Tu Nhien, Head of the Department of Education and Training of Ba Thuoc district, said: “According to the functions and tasks, the department has coordinated with relevant units to establish a team to inspect the operations of the centers in the area. Through the inspection, basically, the centers are operating in accordance with regulations. In the coming time, the industry will continue to strengthen inspections of facilities, fire prevention and fighting conditions, foreign teachers... to ensure that the centers operate effectively, contributing to improving the quality of foreign language teaching in the district”.

As one of the foreign language centers with teaching contracts with foreign teachers, Ms. Le Thi Nguyen, Director of Bibi Language Center (Trieu Son), said: “Our center currently has foreign teachers. Currently, the law on the conditions for foreign teachers to teach at the centers is very strict, therefore, the center has completed the procedures and legal documents for foreign teachers so that teachers can work legally. In addition, the center also guides teachers to comply with legal regulations while living and working in Vietnam.”

Thanh Hoa province currently has 259 foreign language centers in operation. Licensed units are operating in accordance with the law, attracting more and more students to study, especially after Circular 29/2024/TT-BGDDT on regulations on extra teaching and learning took effect. The Department of Education and Training has organized inspection teams to periodically and suddenly inspect theeducational activities of foreign language centers. At the same time, it has strengthened coordination in management, especially the management of foreigners working at educational institutions... Through inspections, most centers strictly comply with regulations on organization of activities, use of labor, enrollment, student fees, training quality and well implement regulations on training programs, teaching materials...

Mr. Trinh Van Tam, Head of the Department of Vocational Education - Continuing Education, Thanh Hoa Department of Education and Training, said: “In the past time, the department has coordinated with functional agencies, including the Provincial Police to establish inspection teams for the activities of foreign language centers. In 2024 alone, it will organize 2 inspections of foreign language centers in the area. In addition, the department also directed the education departments to strengthen inspections of educational institutions under its management. Thereby, contributing to rectifying activities and improving the quality of foreign language teaching at the centers”.

According to a report from the Thanh Hoa Department of Education and Training, currently, foreign language centers have developed a strategy to develop the center in the direction of meeting the needs and qualifications of learners, improving capacity, and being qualified to participate in international certification exams such as Ielts, Toefl, Toeic, Cambridge, HSK, Topik, JLPT... issued by foreign organizations.

In addition, the facilities and teaching equipment at the centers are fully equipped, basically meeting the requirements of teaching activities at the unit, regularly updated, referring to textbooks and documents printed by reputable domestic and foreign publishers... From there, compile detailed plans for training content, teaching lesson plans; educational activities are organized flexibly and creatively with many rich forms, creating a lively and exciting atmosphere in the classroom, while practicing communication skills and life skills for students...

Many foreign language centers also continue to pay attention to and focus on foreign language training with orientation and job introduction for foreign language learners to work abroad, choose careers, and link foreign language training with the needs of workers in foreign companies; the management and use of foreign workers at foreign language centers basically ensure compliance with regulations such as archiving records (labor contracts, work permits, temporary residence cards, certificates, etc.)

However, currently, the management of foreign teachers is facing many difficulties. The appraisal and licensing of educational activities also takes a lot of time. The coordination between relevant authorities in implementing State management at centers and educational institutions using foreign workers is not regular. Some units have not paid attention to adding more facilities, have not invested in modern equipment, and still use classrooms in houses and family designs, so the area and layout of classrooms, libraries, administrative rooms, waiting rooms for teachers and students, and sanitary facilities are still cramped and not commensurate with the scale of operation of the unit. Fire prevention and fighting work, advertising content of some units have not been paid attention to and are not in accordance with the granted licenses. In addition to the units that have been licensed to operate by competent authorities, there are still units operating in violation of the law such as self-establishment, self-licensing, operating outside the licensed location, self-dissolving without reporting to competent authorities...

In order for foreign language centers to operate properly and effectively, there needs to be a synchronous and drastic participation of functional sectors and authorities at all levels in management to ensure the rights of learners, contributing together with schools to improve the quality of foreign language education in the whole province.
