Quang Ninh Border Guard: Effectively preventing cross-border smuggling

The crime of smuggling and illegal transportation of goods from China to Vietnam through the border of Quang Ninh province is always complicated with many methods and tricks that are increasingly sophisticated. At Hoanh Mo border gate these days, the number of people entering and exiting the country is quite large. This is also the time when crimes and illegal immigration and transportation of goods across the border are likely to arise and increase.

Lieutenant Colonel Nguyen Thanh Hoang, Political Commissar of the Hoanh Mo Border Guard Station, said: The unit is assigned to protect more than 43km of border with China and maintain traffic at the Hoanh Mo Border Gate. The border guard area of ​​the station includes 3 communes of Hoanh Mo, Luc Hon and Binh Lieu, which are areas with complex terrain. In addition, the residents in the area are mainly ethnic minorities, with limited knowledge of the law, so they are easily taken advantage of by bad guys, who entice them to assist in smuggling activities. Typically, at 5:30 p.m. on July 30, the working group of the Hoanh Mo Border Guard Station in coordination with the Hoanh Mo Border Gate Customs discovered Ly Xuan Thanh (born November 12, 1999, residing in Coc Long village, Luc Hon commune) transporting 1,200 ducklings. At the time of inspection, the subject could not present documents proving the origin of these ducks. Subject Thanh confessed that he bought these ducklings from a person named A Luong (exact name, age, specific address unknown) to raise.

To effectively prevent smuggling and illegal transportation of goods through the border gate area, Hoanh Mo Border Guard Station has implemented synchronous and drastic measures in accordance with the provisions of law. Thanks to that, the border gate area under the unit's responsibility has always been maintained stable and smooth, without passive or unexpected situations, and without hot spots for illegal transportation of goods.

Quang Ninh has 118.8km of land border, 191km of coastline, with many border gates and openings. This is a great advantage for the locality to develop its economy, but also poses a significant challenge to the work of protecting sovereignty and border security.

According to the assessment of the provincial Border Guard, taking advantage of the province's characteristics with long land and sea borders, complex terrain, and many waterways, smugglers often change locations and methods of operation, causing difficulties for functional forces in preventing them. Especially in the last months of this year, smugglers take advantage of border trade policies, hiring border residents to carry goods through border gates, then collect and bring them inland for consumption.

In the face of the above situation, closely following the direction of the superiors, from the beginning of 2025, the Provincial Border Guard Command has proactively developed and synchronously deployed effective measures to combat and prevent. Specifically, the affiliated units have focused on doing a good job of basic investigation at key routes and areas; establishing records to monitor suspicious lines, subjects, organizations, warehouses for gathering smuggled goods, specialized means of transport, subjects specializing in protecting smuggling in internal and external areas, transportation routes and routes; investigating and verifying methods, tricks and rules of criminal activities to have effective prevention plans; strengthening patrols, strictly controlling people and vehicles crossing the border and border gates, resolutely not allowing the formation of hot spots and complications of smuggling...

With drastic and synchronous solutions, from the beginning of 2025 to now, the provincial Border Guard force has organized 2,206 working groups with 9,897 officers and soldiers participating in patrols and controls. Thereby, 54 cases/90 subjects/47 vehicles were promptly detected and handled. The seized exhibits included drugs, explosives, gold, N2O gas cylinders, with a total value of goods estimated at more than 12.1 billion VND...
