BTO - After two days of urgent, serious, scientific , democratic, and highly responsible work, the 24th session of the 11th Provincial People's Council completed all the planned agenda items and adjourned in the late afternoon of July 18th.
Based on the review and discussion of reports, submissions, and draft resolutions presented by the Provincial People's Committee and the Standing Committee of the Provincial People's Council to the session, the Provincial People's Council approved 18 resolutions on socio- economic development, investment development plans and capital allocation, mechanisms, policies, investment project guidelines, and other important issues. These resolutions have an impact on socio-economic development and the lives of the people. The Provincial People's Council requests the Provincial People's Committee and relevant agencies and units to seriously implement the resolutions from the dissemination stage to the planning, guidance, and resource allocation stages, ensuring the feasibility of the policies approved by the Provincial People's Council.
At the same time, based on the duties and powers stipulated by law, the Provincial People's Council allocated time to conduct a question-and-answer session with the Director of the Department of Education and Training and the Director of the Department of Science and Technology, addressing issues of concern to voters and the public. According to the chairman of the session, the question-and-answer session was conducted seriously and responsibly. The questions raised were relevant to the actual situation and were well-received by voters and the public.
In his closing remarks at the session, Chairman of the Provincial People's Council Nguyen Hoai Anh emphasized that the last six months of 2024 are expected to present both favorable conditions and intertwined difficulties and challenges impacting the province's socio-economic development. With the overarching goal of comprehensively achieving all targets and tasks for 2024, the Provincial People's Council requested the Provincial People's Committee and all levels and sectors to continue closely following the directives of the Central Government, the policies of the Provincial Party Committee, and the local situation, implementing synchronously and effectively the tasks and solutions for the province's socio-economic development in 2024, focusing on making maximum efforts to achieve and surpass the targets and tasks.
During this process, it is necessary to focus on directing and accelerating the implementation of key projects and works, doing a good job of disbursing capital for basic construction investment; implementing comprehensive solutions for budget revenue collection, determined to complete the budget revenue target for 2024; paying attention to directing the removal of difficulties and accelerating the implementation of the three national target programs on sustainable poverty reduction; building new rural areas and socio-economic development in ethnic minority and mountainous areas. Continue to promote administrative reform, improve the investment and business environment, regularly pay attention to doing a good job of social welfare, national defense and security tasks, and regional defense exercises; proactively implement plans for disaster and flood prevention in the last six months of 2024.
The Provincial People's Council requests the Provincial People's Committee to direct specialized agencies to continue reviewing and advising the Provincial People's Committee on the implementation of the contents and tasks assigned to the locality by National Assembly laws and Government decrees, such as the Land Law of 2024, the Law on Medical Examination and Treatment of 2023, etc. If absolutely necessary, propose that the Provincial People's Council organize a special session to consider and decide on matters within its authority as prescribed. At the same time, promptly submit to the Prime Minister for approval the Plan for implementing the provincial planning for the period 2021-2030, with a vision to 2050, as a basis for implementation.
In addition, The Provincial Committee of the Vietnam Fatherland Front and other political and social organizations are requested to improve the quality of social supervision and criticism in the process of formulating and implementing the Party's guidelines and policies and the State's laws. They should also do a good job of disseminating information and mobilizing the people to actively participate in patriotic emulation movements, economic development, and social welfare.
The chairman of the session requested the Standing Committee of the Provincial People's Council and the Committees and Delegation Groups of the Provincial People's Council to continue to innovate and improve the effectiveness of all aspects of their work. They should further enhance their supervisory role through various forms and channels of information, focusing on emerging issues to promptly identify shortcomings and limitations in implementation; and to identify limitations, inadequacies, and obstacles in mechanisms, and recommend that responsible agencies resolve them according to regulations.
At the same time, strengthen monitoring, urging, and requesting reports and explanations on the implementation of recommendations from agencies and units. We request that provincial People's Council representatives actively stay close to the grassroots and their respective areas, listen to the opinions and recommendations of voters, and promptly convey them to the competent authorities for consideration and resolution.
