Speaking at the opening of the Conference, Secretary of the National Assembly Party Committee and Chairman of the National Assembly Tran Thanh Man emphasized that the requirements for the 2025-2030 term are very heavy, especially in concretizing the principle of comprehensive Party leadership; improving the quality, effectiveness and efficiency of leadership methods for the activities of the National Assembly and agencies in the National Assembly system; perfecting the coordination mechanism between the National Assembly Standing Committee, leaders of National Assembly agencies and the National Assembly Party Committee.
The Secretary of the National Assembly Party Committee requested the National Assembly Party Committee to focus on leading the completion of a huge amount of work in the coming time, first of all, the tasks from now until the end of the year, tasks related to organizing the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term.
The conference will give opinions on the drafts: Working regulations of the National Assembly Party Committee for the 2020-2025 term; Full-term working program and 2026 working program of the National Assembly Party Committee for the 2025-2030 term; Working regulations of the National Assembly Party Committee's Inspection Committee for the 2025-2030 term; Inspection and supervision program for the 2025-2030 term and 2026 of the National Assembly Party Committee.
The Secretary of the National Assembly Party Committee stated that the above four contents are of great importance in guiding the entire term, and are an effective set of " operational tools ", creating clear and substantial changes in Party discipline and order in the entire National Assembly Party Committee .
Regarding the draft Working Regulations of the National Assembly Party Committee for the 2025-2030 term, the Secretary of the National Assembly Party Committee stated that this is a fundamental document, the legal basis and operating principles of the entire term. The Secretary of the National Assembly Party Committee suggested that comrades focus on in-depth discussions on: the mechanism of decentralization and delegation of power coupled with power control; the regime of personal responsibility associated with assigned authority; principles and methods of handling the relationship between the leadership of the National Assembly Party Committee and the administrative management of the National Assembly Office and the National Assembly agencies; the process of party activities to ensure democracy, discipline, efficiency, and avoid formality.
Regarding the full-term working program and the 2026 work program, the Secretary of the National Assembly Party Committee requested that comrades thoroughly discuss the priority level of each field; ways to innovate the decision-making process of the Party Committee; and the mechanism to monitor and supervise the implementation of the Party Committee's resolutions at each agency and unit in the National Assembly Party Committee system.
Regarding the draft Working Regulations of the National Assembly Party Committee's Inspection Committee for the 2025-2030 term, the Secretary of the National Assembly Party Committee stated that inspection and supervision work is one of the basic leadership functions, the "sword" to maintain Party discipline, and is the focus throughout the entire term.
Regarding the inspection and supervision program for the entire term and 2026, the Secretary of the National Assembly Party Committee asked comrades to focus on giving opinions on the mechanism for selecting inspection content, avoiding spreading and duplication; the method of organizing inspections to ensure prevention, education and deterrence; early detection from afar, considering inspection work as an important tool to perfect the institution and improve the quality of the National Assembly's activities.
In order for the Conference to achieve high results, the Secretary of the National Assembly Party Committee suggested that comrades focus on discussing and suggesting 3 more groups of issues: continuing to innovate the leadership method of the National Assembly Party Committee in the direction of clearly defining people, clearly defining work, clearly defining progress, clearly defining responsibilities, clearly defining results; strengthening Party discipline and order, promoting exemplary responsibility, preventing avoidance and fear of collisions; improving the quality of policy consultation and research, promoting the application of technology in legislative and supervisory activities.
