Binh Dinh allocates 750 billion VND to participate in Quy Nhon - Pleiku Expressway Project

At the 23rd session (special session), the 13th term People's Council of Binh Dinh province, term 2021 - 2026, held on the morning of April 28, 2025, the Provincial People's Council passed a Resolution on allocating provincial budget capital to participate in the Quy Nhon - Pleiku Expressway Construction Investment Project.

Accordingly, the People's Council of Binh Dinh province agreed to allocate 750 billion VND from the provincial budget to carry out compensation, support site clearance and resettlement for the project section through Binh Dinh province.

Presenting a report at the meeting, Mr. Nguyen Thanh Hai, Director of the Department of Finance of Binh Dinh province, mentioned that the Quy Nhon - Pleiku Expressway Construction Investment Project has a total investment of about 43,510 billion VND. Of which, the cost of compensation and resettlement for the section passing through Binh Dinh province is 2,269 billion VND.

After the Standing Committee of Binh Dinh Provincial Party Committee agreed on the policy, the People's Committee of Binh Dinh province issued Document No. 2116, dated March 16, 2025, to the Ministry of Construction on the commitment to arrange local capital to carry out compensation, support site clearance and resettlement of the project.

Accordingly, the total cost of the project is 750 billion VND. On April 3, 2025, the Government Office issued Notice No. 2806 on the direction of Deputy Prime Minister Tran Hong Ha, requesting the People's Committee of Binh Dinh province to report to the Provincial People's Council for comments on ensuring the allocation of provincial budget capital to participate in the compensation, support and resettlement of the Quy Nhon - Pleiku Expressway Construction Investment Project.

According to Resolution 99, dated December 12, 2024 and Resolution No. 25, dated March 21, 2025, the People's Council of Binh Dinh province has allocated capital for the list of infrastructure works to develop land funds and resettlement areas, and support compensation and site clearance for provincial projects of 1,500 billion VND; including the list of site clearance work for the Quy Nhon - Pleiku Expressway Construction Investment Project, but there has been no detailed allocation.

Also according to the Director of the Department of Finance of Binh Dinh province, the Provincial People's Committee submitted to the Provincial People's Council for agreement to allocate 750 billion VND from the provincial budget to carry out compensation, support site clearance and resettlement for the project section through Binh Dinh province "to serve as a basis for reporting to the Prime Minister, the Ministry of Finance , and the Ministry of Construction to synthesize and submit to the National Assembly for consideration and approval of the investment policy for the Quy Nhon - Pleiku Expressway Project".
