On March 4, the Steering Committee for Science, Technology, Innovation and Digital Transformation (STDI) of Binh Dinh province held its first meeting to approve Action Program No. 32 of the Binh Dinh Provincial Party Committee on the implementation of Resolution No. 57 dated December 22, 2024 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation.

Action Program No. 32 of Binh Dinh Provincial Party Committee identifies 3 pillars, 5 goals, 7 groups of solutions to promote and create breakthroughs. Of which, the 5 goals include: research and application of science and technology; digital economy and high-tech industry; digital infrastructure and smart cities; human resources for innovation; digital government and digital space security.

Mr. Pham Anh Tuan - Chairman of Binh Dinh Provincial People's Committee, said that Binh Dinh has important advantages and foundations in developing science and technology, innovation and digital transformation because there are many science and technology enterprises and the International Center for Interdisciplinary Science and Education - ICISE operating in the province.

However, according to Mr. Tuan, special attention should be paid to training and fostering digital skills and capacity for cadres, civil servants and workers in the government agency system. The goal is that after training, commune-level cadres and civil servants can digitize all work and operations on a digital platform. At the same time, the province-wide data warehouse system, especially land data, should be completed to serve management, operation and socio-economic development.
Mr. Ho Quoc Dung - Secretary of the Provincial Party Committee, Head of the Department of Science and Technology Development, Innovation and Digital Transformation of Binh Dinh Province, emphasized that the central government has identified this as a decisive factor and foundation for the country's sustainable development. Therefore, he suggested that the members of the steering committee must identify their responsibilities in this revolution with the highest spirit and determination, sticking to the assigned tasks for specific implementation. The standing agency needs to review the specific goals and tasks. The departments are members who develop detailed plans, concretizing them into monthly and quarterly tasks. The mechanisms and policies on science and technology development, innovation and digital transformation need to be centralized, not scattered.

Promote the project to build a concentrated information technology park, build a smart city, and a financial mechanism for the development of science and technology, innovation and digital transformation.
Building a training center for digital transformation human resources Regarding training in digital skills and capacity, Binh Dinh Provincial Party Secretary Ho Quoc Dung agreed to build a training center for digital human resources and chose Quy Nhon University as the training facility.
