Binh Duong province leaders have just surveyed to plan the construction of a 15.3km section of Ho Chi Minh City Ring Road 3 that overlaps with the My Phuoc - Tan Van road that has been invested in.
The Ho Chi Minh City Ring Road 3 project through Binh Duong is about 26.6 km long, of which the section coinciding with My Phuoc - Tan Van road is 15.3 km long.
This road has been invested and exploited by Binh Duong with the scale of a 6-lane urban road. However, the intersections on the route are level crossings, not ensuring traffic capacity when Ho Chi Minh City Ring Road 3 is put into operation.
Recently, the authorities of Binh Duong province proposed to invest in this overlapping section in the direction of building 4 lanes of elevated expressway, ensuring the capacity of the entire route (reaching a speed of 80 km/h) when Ho Chi Minh City Ring Road 3 is put into operation with a total cost of 24,000 billion VND. Of which, the cost of site clearance is 9,560 billion VND and the cost of construction is 14,440 billion VND.
According to Mr. Pham Ngoc Thuan, General Director of Becamex IDC Corporation (a business under the People's Committee of Binh Duong province, the investor of My Phuoc - Tan Van road), investing in an elevated highway will cost a lot.
He proposed the option of building underpasses (about 6 underpasses) instead of the elevated highway, with an estimated cost of about 5,353 billion VND (land clearance cost of about 2,132 billion VND and construction cost of about 3,220 billion VND). Thus, this option could save nearly 19,000 billion VND.
Becamex IDC Corporation committed to completing the 15.3km section with 6 underpasses on schedule in 2026 if assigned the task.
Mr. Nguyen Van Loi, Secretary of the Provincial Party Committee, requested Becamex IDC Corporation to coordinate with relevant departments and branches to urgently develop the most feasible and economical plan to submit to competent authorities for consideration and decision.
Ho Chi Minh City Ring Road 3 starts at the Ben Luc - Long Thanh Expressway Interchange (Dong Nai Province); ends at the Ben Luc - Long Thanh Expressway Interchange (Long An Province). The entire route is expected to be completed in 2026. This will be a vital traffic route to connect regions, promoting the development of the Southern Key Economic Zone.
