The Politburo and the Secretariat of the Central Committee have requested research, promulgation, or proposal to competent authorities for promulgation of regulations on regimes and policies, ensuring equivalence among cadres and civil servants affected by the reorganization of the organizational structure.

On behalf of the Politburo and the Secretariat, Standing Committee member Tran Cam Tu has just signed and issued Conclusion No. 183 on actively implementing and operating the two-tiered local government model, strongly shifting the grassroots level towards proactively taking control and managing socio-economic affairs, national defense, and security.

Accordingly, at the meeting on August 1st, the Politburo and the Secretariat requested that Party committees, Party organizations, agencies, and units at all levels seriously and promptly implement the directives, focusing on effectively and timely addressing the shortcomings and limitations mentioned in the Central Inspection Committee 's monitoring report.

Agencies, units, and localities must be highly proactive and creative in organizing and implementing their assigned functions and tasks, without waiting for or relying on higher levels of authority.

The Politburo and the Secretariat of the Central Committee assigned the Party Committee of the Government to continue leading and directing the consolidation of the organizational structure, building human resources; arranging and assigning training for cadres, civil servants, and public employees appropriately; and promoting decentralization and delegation of power...

The agencies reviewed and evaluated the results of the first two months of implementing decentralization and delegation of power to local governments, especially the tasks delegated to the commune level, and promptly adjusted and supplemented them to ensure suitability and effective implementation.

The Ministry of Interior, in coordination with relevant ministries and agencies, is urgently continuing to organize training and professional development courses for commune-level civil servants and public employees; and developing a set of tools to evaluate work performance as a measure of the quality of civil servants and public employees (to be completed before August 31).

The Ministry of Interior is also required to study, issue, or propose to competent authorities the issuance of regulations on regimes and policies, ensuring equivalence among cadres and civil servants affected by the reorganization of the administrative apparatus.

This includes: officials, civil servants, and employees who have worked for 15 years or more in strenuous, hazardous, or dangerous occupations or in areas with particularly difficult socio-economic conditions and have reached retirement age; officials at the commune level and above who are receiving retirement benefits, disability benefits, or war invalid benefits; employees working in associations assigned by the Party and State at the provincial and district levels; and full-time trade union officials working under labor contracts (receiving salaries and allowances from trade union funds).

Proposing standards for official positions and criteria for evaluating officials.

The Politburo and the Secretariat of the Central Committee have instructed ministries, departments, and localities to direct the complete resolution of entitlements and policies for cadres and civil servants affected by the organizational restructuring before August 31st, and to complete this process after that date.

Provincial and municipal Party committees are urged to promptly strengthen the capacity of commune-level authorities (ensuring both quantity and quality) and consolidate personnel for vacant positions.

Local authorities should proactively review and rearrange staffing levels among communes and wards to ensure that the right people are in the right jobs, with the right expertise and professional skills.

Provincial and municipal Party committees will take the lead and coordinate with central ministries and agencies to implement training and capacity building for cadres and civil servants at all levels, especially in areas such as: socio-economic development in the new context, modern administrative management skills, application of information technology, and administrative communication.

The People's Committees of provinces and cities must urgently finalize the issuance of regulations on the functions, tasks, and organizational structure of specialized agencies at the provincial and commune levels according to the new model, ensuring clear responsibilities, no overlapping or omission of functions and tasks.

The Politburo and the Secretariat of the Central Committee assign the Party Committees, Provincial Party Committees, and Municipal Party Committees directly under the Central Committee, as well as central Party agencies and departments, and relevant agencies, the responsibility to propose and concretize the standards for cadre positions and criteria for evaluating cadres, especially those under the management of the Politburo and the Secretariat, for submission to the Politburo for consideration and promulgation. These criteria must be highly quantitative, practical, and comprehensively reflect political qualities, ethics, lifestyle, management and leadership capabilities, and the results of task implementation, linked to the progress, effectiveness, and quality of specific work products, in accordance with the characteristics of the sector, field, function, and tasks according to the assigned levels.

The Central Organizing Committee needs to urgently complete the revision and supplementation of regulations on personnel work and submit them to the Politburo and the Secretariat for consideration and promulgation according to schedule, so that agencies and organizations in the political system can implement them synchronously and uniformly.

The Politburo and the Secretariat also assigned the Party Committee of the Vietnam Fatherland Front and central mass organizations to lead and direct the research and issuance, within their authority, of guiding documents on the mechanism for directing and coordinating between the Vietnam Fatherland Front and political and social organizations at the provincial and commune levels; guidance on the working regulations of the Vietnam Fatherland Front committees at the provincial and commune levels according to the new organizational structure model; and guidance on the management of finances and various funds of political and social organizations at the provincial level, especially the finances and assets of the trade union system.

The Central Inspection Commission directs inspection commissions at all levels to continue strengthening inspection and supervision of the situation and results of the implementation of tasks and contents according to the resolutions, conclusions, and directives of the Central Committee, the Politburo, and the Secretariat on the reorganization of the organizational structure and the operation of the two-tiered local government model, ensuring efficiency and smooth operation.

The Politburo and the Secretariat will meet once a month to discuss and assess the situation and results of the implementation of directives and conclusions.
