The Document Subcommittee of the 1st Ho Chi Minh City Party Congress, term 2025 - 2030, has completed the draft political report to submit to the congress.

Accordingly, the draft political report submitted to this congress has the theme of building a clean and strong Party organization and political system; promoting the strength of national solidarity; making science, technology, innovation and the private economy the driving force for development; mobilizing and effectively using all resources so that Ho Chi Minh City can pioneer with the whole country in the new era.

Implementing the Party's policy and the National Assembly's resolution, Ho Chi Minh City merged with Binh Duong and Ba Ria - Vung Tau provinces, officially coming into operation from July 1, 2025.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Creativity", the 1st Congress of Ho Chi Minh City Party Committee has the task of reviewing and evaluating the results of the 2020 - 2025 term.

Along with that, set out directions, goals, tasks, and breakthrough solutions for the 2025 - 2030 period to optimize resources, concretize new growth drivers, and be determined to build Ho Chi Minh City into a multi-centered urban area with economy, finance, services, culture, education, healthcare, science and technology, innovation, creativity, smart development, modernity, green growth, sustainability, firmly ensuring national defense, security, foreign affairs, building a clean, strong and comprehensive Party organization and political system.

The draft political report was previously consulted with a wide range of intellectuals, experts, retired officials, and people.

After many times of receiving and editing, on September 15, 2025, the Ho Chi Minh City Party Committee held a conference to discuss documents submitted to the 1st Ho Chi Minh City Party Congress, including the draft political report.

Speaking at the conference, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang said that the upcoming task is very important, which is to prepare for the Ho Chi Minh City Party Congress and move towards the National Congress, along with concretizing the four key resolutions of the Politburo. The important task is to contribute opinions to the congress documents.

He suggested that delegates discuss substantively, without exaggeration, to agree on what needs to be done for the next five years.

In addition, it is necessary to set out what needs to be done in the last 3 months of the year to achieve growth of over 8%. Continue to remove difficulties, create an environment for investors and businesses to develop and find ways to better connect localities after the merger.
