On May 31, the Party Central Committee issued Conclusion No. 160-KL/TW of the Politburo and Secretariat on continuing to reorganize the apparatus and administrative units, ensuring progress and quality according to the resolutions and conclusions of the Central Committee.
Accordingly, the Politburo highly agreed with the reports of the Central Organizing Committee and the Government Party Committee on the results of task implementation from May 25 to 30, 2025; at the same time, commended the agencies and units for their efforts, urgency, and determination in implementing the assigned tasks.

The Politburo requested Party committees and organizations at all levels to continue to speed up the progress of reorganizing the apparatus and administrative units; assigned Politburo and Secretariat members to closely monitor, direct and promptly remove difficulties in localities.
The Politburo and the Secretariat assigned the Central Party Committees, the Government Party Committee, the Party Committees of ministries, ministerial-level agencies, provincial and municipal Party Committees to strictly implement the establishment of standing units, maximize the role and responsibility in receiving, guiding, and responding to contents, proposals, and recommendations reflected by agencies, units, and localities to ensure progress and requirements on the arrangement of organizational apparatus and administrative units.
The Government Party Committee, Party Committees of ministries and ministerial-level agencies, especially the heads, are responsible for directing the timely completion of the promulgation of legal documents, documents regulating the functions, tasks, and organization of local government apparatus at provincial and communal levels, documents guiding the transfer of ongoing tasks... as a basis and orientation for localities to implement the arrangement of organizational apparatus and personnel arrangement at provincial and communal levels.
Notably, the Government Party Committee is required to organize a comprehensive and synchronous assessment of the capacity, resources and ability to receive 1,060 tasks and authorities at the commune level to serve as a basis for implementing appropriate and effective decentralization and delegation of authority.
The Politburo also agreed to reorganize provincial-level specialized agencies such as: merging 63 statistical offices into 34 provincial-level offices; 35 regional social insurance offices into 34 provincial-level units; maintaining the number and adjusting the management areas of customs, treasury, national reserve, and state bank units to suit the new model.

In particular, the Politburo and the Secretariat assigned the Standing Committees of Provincial and Municipal Party Committees to urgently complete the project on establishing Party Committees and appointing Party Committees, Standing Committees, Secretaries and Deputy Secretaries of Party Committees; assigning leaders of People's Councils, People's Committees and agencies of the political system; and arranging staff for commune-level agencies before June 10, 2025. Arrange and arrange headquarters, facilities and working conditions of new commune-level agencies, to be completed before June 10, 2025. Organize trial operations of Party agencies, State agencies, the Vietnam Fatherland Front and commune-level organizations to study, learn from experience, promptly make reasonable adjustments, and ensure smooth operation when officially put into operation.
