Slow capital allocation
At the conference, Director of the Department of Ethnic Minorities and Religions Nguyen Ba Thach briefly reported on the results that the National Target Program on Socio -Economic Development of Ethnic Minorities and Mountainous Areas has achieved in the past time. Accordingly, the total capital allocated to implement the program in 2025 is more than 1,260 billion VND (including 966.8 billion VND of extended capital and allocated development investment capital of 294 billion VND of unallocated public resources).
As of May 20, 199,834 billion VND has been disbursed, reaching 20.7% of the capital plan (of which, development investment capital disbursed 168,725 billion VND, reaching 25.4% of the plan; career capital disbursed 31,109 billion VND, reaching 10.3% of the plan).

Some projects under the program have achieved remarkable results. For example, the project to solve the shortage of residential land, housing, production land, and domestic water. The estimated budget for this project in 2025 is 63.4 billion VND, of which 16.394 billion VND has been disbursed to date, reaching 25.9% of the plan.
For Project 2 on planning, arranging, relocating and stabilizing population in necessary places, the estimated budget for 2025 is 166,142 billion VND, of which 70,903 billion VND has been disbursed to date, reaching 42.7% of the plan. Currently, 2 projects have been completed: the Project on arranging and relocating the population of Chu A Thai commune (Phu Thien district) and the Project on arranging and relocating ethnic minority households in Ma Giai hamlet (Dat Bang commune, Krong Pa district).
However, according to Mr. Thach, the central budget development investment plan for the 2021-2025 period for the province to implement the program is 1,540,203 billion VND. But so far, only 1,447,216 billion VND has been allocated, 92,987 billion VND short of the medium-term plan.
Or the local budget development investment plan for the 2021-2025 period to implement the program is 469,413 billion VND, to date only 301,731 billion VND has been allocated, still 167,682 billion VND short of the medium-term plan. Not to mention, the preparation for implementing 2-level local government has also more or less affected the progress of program implementation in localities.
Commitment to ensure disbursement progress
At the conference, representatives of districts, towns and cities presented difficulties and problems that caused the disbursement rate to not meet the set requirements. Vice Chairman of Chu Se District People's Committee Ngo Xuan Hieu said: "Currently, the district's disbursement rate is still low compared to the general level of the whole province, but mainly because the investment capital for 2025 was allocated slowly, so it has not been disbursed yet; there are still many problems with land procedures; difficulties in reviewing beneficiaries; construction material prices are too high, so people do not have enough money to pay... The district commits to making efforts to increase the disbursement rate in the coming time."
Similarly, the Standing Vice Chairman of the People's Committee of Ayun Pa Town, Dang Xuan Toan, said: "During the implementation process, the town also encountered some difficulties such as: the capital to implement Project 1 on solving the shortage of residential land, the town was allocated 720 million VND but the town no longer had any beneficiaries so it could not disburse. Regarding the work of eliminating illiteracy, currently only 2 communes have people registered to participate, and the remaining 2 communes, Ia Rbol and Ia Sao, although we went to their houses to mobilize, people did not participate so it could not be implemented.
In the coming time, when all capital sources have been allocated, the town will accelerate disbursement, ensuring 100% of capital for projects that can be implemented; at the same time, continue to mobilize people to participate in literacy classes to complete this task."
Some other localities also encountered many difficulties in implementing the program, mainly due to the following reasons: slow allocation of career capital; households implementing production forest planting do not have enough money to pay for the design and estimate of production forest planting; there are no beneficiaries so projects and sub-projects cannot be implemented (related to supporting village midwives; eliminating illiteracy; vocational training for labor export under contracts...); many localities cannot implement start-up models, business start-ups...

Speaking at the conference, Vice Chairman of the Provincial People's Committee Duong Mah Tiep requested the Department of Finance to preside over and coordinate with the Department of Ethnic Minorities and Religions to organize a thematic meeting to advise the Provincial People's Committee to submit to the Provincial People's Council for consideration and detailed allocation of VND 294 billion in public service capital in 2025; District-level People's Committees urgently review and propose adjustments to the medium-term capital plan for tasks that cannot be disbursed to the Department of Ethnic Minorities and Religions before June 7, proactively propose transferring capital to projects with good disbursement and demand.
“For localities with low disbursement rates, the Chairman of the People's Committee is required to develop a detailed action plan, commit to resolving each bottleneck, and strive to achieve a minimum disbursement rate of 40% by June 30. For departments and branches with 0% disbursement, the Department Directors and leaders of the branches are required to seriously review, directly direct and take responsibility, have an explanatory report and action plan, and commit to disbursing at least 40% by June 30 and at least 60% by August 30,” emphasized Vice Chairman of the Provincial People's Committee Duong Mah Tiep.
