At this time, farmers in Ha Tinh are entering the summer-autumn rice planting season. In parallel with the preparation of production conditions, the Department of Agriculture and Environment of Ha Tinh province has established many inspection teams to inspect the quality of seeds and agricultural materials for production. The inspections are mainly conducted suddenly, aiming to promptly detect and handle violations by organizations and individuals.
The activity is part of the plan to implement a peak period to prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights under the direction of the Ministry of Agriculture and Environment and the Provincial People's Committee.

According to records at inspection points, the atmosphere of buying and selling agricultural materials during the main crop season is quite lively. Many stores and agents list prices publicly, fully complying with legal regulations in the business of fertilizers, pesticides and plant varieties. However, there are still some establishments selling varieties that are not included in the province's summer-autumn crop production plan for 2025.
Mr. Nguyen Van Lien - an agricultural materials trader in residential group 6, Nghen town (Can Loc) said: "Introduced by a marketing staff to the Thien Huong 6 and Hat Vang 36 varieties, I imported a small amount to sell without knowing that these varieties were not included in the province's production structure list this year. After being reminded by the inspection team, I contacted the company to return the shipment."

It is known that the whole province currently has 1,108 agricultural material trading establishments; of which about 2/3 of the establishments trade two or more items such as fertilizers, pesticides, rice seeds, etc. The Department of Agriculture and Environment is vigorously implementing enhanced inspections to strictly control input quality. In particular, seed control is a key task to prevent the trading of seeds outside the structure, ensuring production according to the province's orientation, facilitating management and pest control.
In addition to checking compliance with legal regulations at business establishments, the Department of Agriculture and Environment also coordinates with local authorities to take samples of agricultural materials to monitor quality when necessary. At the same time, the sector continues to monitor the implementation of the Provincial People's Committee's action plan on ensuring quality, food safety, promoting processing and developing the agricultural, forestry and fishery market.

The inspection teams continue to strengthen quality control of herbicides, pesticides, and fertilizers; monitor price postings at level 1 and level 2 dealers and supply stores across the province. At the same time, closely monitor market price developments to promptly detect and handle violations according to regulations.
Mr. Le Tung Duong - Deputy Head of the Department of Rural Development and Quality Management, Department of Agriculture and Environment of Ha Tinh province said: “Recently, many provinces and cities across the country have discovered violations of food safety in agricultural production. For example, 3 batches of dragon fruit from Tien Giang and Ho Chi Minh City had pesticide residues exceeding the threshold; 6 bean sprout production facilities in Dak Lak used banned substances not on the permitted list. Therefore, during the peak period from May 15 to June 15, the Department of Agriculture and Environment of Ha Tinh organized a drastic inspection. After a week of implementation, although no violations related to food safety were discovered, many facilities were promptly corrected, ensuring compliance with regulations”.

Currently, most agricultural material businesses in the province still operate on a small, scattered model. This situation makes it difficult to control drugs not listed, counterfeit goods, and poor quality goods, especially in mountainous, remote and isolated areas.
Therefore, in addition to the participation of specialized sectors, local authorities need to enhance their management responsibilities, closely coordinate in inspection and supervision to promptly detect and prevent sources of materials that do not ensure quality such as seeds, fertilizers, and pesticides. At the same time, people also need to raise awareness in choosing materials for production, and should only buy from reputable agents with clear addresses, legal origins and business licenses, to ensure crop efficiency and long-term production safety.
